Cloud DevSecOps Engineer Senior

SAIC•Washington, DC

About The Position

SAIC is seeking a Senior Cloud DevOps Engineer to lead the enterprise-wide migration of Atlassian Jira and Confluence from a managed Data Center environment to Cloud SaaS/Atlassian Government Cloud (AGC). The role also provides operational and maintenance support for the agency’s enterprise DevSecOps shared-services pipeline and infrastructure hosted in AWS. The position calls for hands-on expertise in Atlassian Cloud migration tools, AGC compliance, pipeline automation, CI/CD toolchain administration, and AWS infrastructure management. The engineer will assess migration readiness; inventory and map Jira, Confluence, user, security, attachment, workflow, automation, Marketplace app, and integration assets; coordinate vendors and app migration strategies; run test migrations and UAT; prepare cutover and rollback runbooks; execute production migrations; and provide post-migration hypercare and operational handover. The role also administers and maintains Linux-hosted shared DevSecOps tools, supports application teams with CI/CD pipeline configuration and troubleshooting, and implements security practices that support ATO. The engineer designs, builds, and maintains AWS infrastructure using infrastructure as code, and automates backups, monitoring, logging, and patching using scripting and configuration management tools.

Requirements

  • At least 10 years of IT experience focused on application delivery, systems administration, or software engineering.
  • At least 6 years of direct experience implementing DevOps pipelines and administering supporting toolsets in AWS environments.
  • Hands-on experience migrating self-managed Jira Data Center and Confluence Data Center instances to Cloud SaaS or Atlassian Government Cloud.
  • Proficiency with Jira Cloud Migration Assistant (JCMA), Confluence Cloud Migration Assistant (CCMA), and evaluating Marketplace app data migration paths.
  • Familiarity with FedRAMP Moderate/High compliance, Atlassian Access/Guard, SAML/SSO integration, and AGC deployment architecture.
  • Proficiency configuring and maintaining CloudBees Jenkins (Ops Center and agent nodes), GitHub Enterprise, SonarQube, JFrog Artifactory, and security scanning tools.
  • Understanding of AWS core services, including EC2, VPC, serverless services, IAM, and CloudFormation.
  • Strong Linux systems administration capabilities.
  • Proficiency in Bash or Python scripting and infrastructure as code.
  • Must be a U.S. citizen or green card holder, have resided in the U.S. for at least three years, and be able to obtain a public trust.

Nice To Haves

  • AWS Certified Developer – Associate certification, or AWS Certified Solutions Architect or DevOps Engineer – Professional certification.
  • Atlassian Certified University Professional (ACP) certification, such as ACP-CA or ACP-MJCP.

Responsibilities

  • Lead the migration of Jira and Confluence from Data Center to Cloud SaaS/Atlassian Government Cloud (AGC).
  • Execute the C2AGC pre-migration checklist and assess site prerequisites, organization and site readiness, administrative access, and AGC architectural constraints.
  • Audit and map Jira projects, Confluence spaces, user accounts, security schemes, attachments, workflows, automation scripts, Marketplace apps, and custom API integrations.
  • Assess Marketplace application compatibility, establish manual migration strategies when automated paths are unavailable, and coordinate vendor support for cutovers.
  • Conduct at least two end-to-end test migration cycles in the AGC test environment; coordinate UAT, track and triage defects, and optimize cutover timelines.
  • Prepare production cutover runbooks, rollback and contingency procedures, communications, and on-call rosters.
  • Execute live migration scripts during scheduled maintenance windows and support a zero-data-loss go-live.
  • Provide post-cutover hypercare, remediate broken links and integrations, validate permissions, and complete handover to standard operations.
  • Administer, patch, and maintain Linux-hosted DevSecOps tools, including GitHub Enterprise Appliance, CloudBees Jenkins, SonarQube, JFrog Artifactory, and Invicti.
  • Help application development teams configure, troubleshoot, and optimize automated CI/CD deployment pipelines incorporating static and dynamic security scanning.
  • Implement security best practices for shared DevSecOps services, access controls, ATO maintenance, and blue/green deployment models.
  • Design, build, and maintain scalable AWS infrastructure, including EC2, VPC, load balancers, API Gateway, and Lambda, using CloudFormation or Terraform.
  • Automate server backups, security monitoring, logging, and environment patching using Bash, Python, and configuration management tools.
