About The Position

Provide the government customer information technology (IT) services and technical expertise to support a thoughtful transition from team-level Scrum agile methodology to Scaled Agile Framework (SAFe). The Contractor will support both the operational transition and ongoing development activities, ensuring continuity of delivery while establishing SAFe practices, structures, and governance. Additional information about the SAFe framework can be found at SAFe 6.0 (scaledagileframework.com). In addition, we will assist the government customer with the design, architecture and implementation of a secure application development environment (ADV) specifically engineered to accelerate the organization’s SAFe transformation. This environment must integrate automated security controls directly into the Continuous Delivery Pipeline and prioritize developer productivity and autonomy. Furthermore, the ADV must enable Zero Trust architecture that scales across distributed teams without compromising the Lean-Agile mindset. We are seeking a Cloud Developer responsible for developing the cloud service delivery models and architectural framework to enable platform as a service (PaaS), infrastructure as a service (IaaS), software as a service (SaaS), and data as a service (DaaS).

Requirements

  • Bachelor’s Degree and 8+ years or more of experience
  • Hands-on experience designing and supporting cloud service delivery models across: IaaS, PaaS, SaaS, and DaaS.
  • Strong understanding of cloud-native architectures and deployment patterns.
  • Experience working in AWS, Azure, or GCP environments (cloud-agnostic experience preferred).
  • Experience implementing automation for cloud resources using DevSecOps best practices.
  • Proficiency with Infrastructure as Code (IaC) tools (e.g., Terraform, CloudFormation, ARM, or equivalent).
  • Familiarity with CI/CD pipelines and automated deployment frameworks.
  • Ability to integrate security controls into the development and deployment lifecycle.
  • Ability to analyze existing applications and determine: Cloud suitability Migration approach (rehost, refactor, re-platform, retire).
  • Experience migrating on‑premises applications to cloud environments.
  • Knowledge of cloud modernization strategies and hybrid architectures.
  • Experience developing failure and recovery strategies, including: High availability Backup and disaster recovery.
  • Ability to perform cost optimization and benefit analysis for: Cloud-native solutions Cloud-agnostic solutions
  • On‑premises environments: Understanding of uptime, resiliency, and scalability design principles.
  • Ability to debug cloud stacks and troubleshoot complex cloud environments.

Nice To Haves

  • Proficiency in at least one modern programming language commonly used for cloud development (e.g., Python, Java, C#, JavaScript)

Responsibilities

  • Implement automation for cloud resources using DevSecOps best practices.
  • Ability to analyse applications and make recommendations across multiple area that identify what platforms can move, migrate, and/or be deployed into a cloud environment.
  • Capable of providing strategies for failure/recovery, cost optimization and benefit analyses of cloud, cloud agnostic, and on-site premise services.
  • Responsible for developing and implementing cloud applications, migrating existing on-premises applications to the cloud, debugging cloud stacks, managing policies for the use of cloud services, requests for new technology, establishing a secure cloud environment, ensuring appropriate availability/uptime design.
  • Works independently designing and developing new software products or major enhancements to existing cloud software.
