About The Position

The Central Nevada Health District (CNHD) is seeking a Clinical Services Manager to provide strategic leadership, oversee clinical service delivery, and support community health needs. This role involves coordinating the day-to-day functioning of clinical and population health programs, supervising staff, facilitating clinic activities, and providing direct patient care. The position is primarily based in Fallon, with required travel to clinics in Eureka, Pershing, and Mineral Counties. The role is integral to the CNHD management team and achieving the CNHD strategic plan. Work may involve nights, weekends, and holidays during public health emergencies.

Requirements

  • Education equivalent to graduation from an accredited college or university with a bachelor’s degree in nursing AND at least three years of full-time experience in public health nursing OR a combination of training and experience.
  • An associates degree registered nurse may be considered depending on experience.
  • Knowledge of Division and District policies and procedures.
  • Knowledge of Federal, State, and District laws, rules, and regulations as they pertain to public health nursing.
  • Knowledge of principles, procedures, methods, and techniques of nursing practice.
  • Knowledge of principles and procedures of medical record keeping.
  • Knowledge of universal precautions and infection control practices.
  • Ability to perform general physical examinations and systematically assess the health status of persons and families.
  • Ability to interview patients prior to examinations to assess and determine their medical history, background, and health status.
  • Ability to educate patients on a variety of healthcare-related issues.
  • Ability to prepare, perform, and review laboratory tests.
  • Ability to provide responsible health and nursing care, including health education.
  • Ability to properly prepare and administer immunizations and prescribed medications.
  • Ability to respond to emergency situations which may include a bioterrorism event.
  • Ability to administer first aid.
  • Ability to operate standard medical equipment.
  • Ability to prepare and maintain confidentiality and security of medical records.
  • Management skills to analyze programs, policies, and operational needs.
  • Knowledge of principles and practices of program development and administration.
  • Knowledge of recent developments, current literature and sources of information related to public and population health.
  • Knowledge of public relations principles and techniques.
  • Knowledge of principles and practices of municipal budget preparation and administration.
  • Knowledge of principles of supervision, training, and performance evaluation.
  • Knowledge of office procedures, methods, and computer equipment, including common office equipment.
  • Knowledge of principles and practices of employee supervision, including selection, work planning, organization, training, performance review and evaluation.
  • Knowledge of principles and practices of developing teams, motivating employees, and managing in a team environment.
  • Knowledge of computer applications related to the work, especially electronic medical records.
  • Ability to deal effectively with a variety of individuals from various socioeconomic, ethic and cultural backgrounds, in person and over the telephone, often where relations may be confrontational or strained.
  • Ability to communicate effectively both orally and in writing.

  • Nevada Driver’s License.
  • Current Nevada State Registered Nursing License.
  • Current CPR certification prior to start date.
  • Incident Command System (ICS) 100, 200, 700 & 800 within 6 months of hire.

Responsibilities

  • Develops, articulates, and implements the strategic direction for the division.
  • Plans, organizes, directs, coordinates, and administers the Clinical Services and Population Health Programs of the District.
  • Prepares and manages the division budget and ensures proper accountability of expenditures.
  • Provides direct supervision of staff.
  • May be asked to oversee other divisions on a temporary basis for staff leave or turnover or on an interim basis.
  • Makes presentations to the District Board of Health.
  • Coordinates with other medical providers, ancillary medical services, and other stakeholders.
  • Enforces all state and federal statutes and requirements regarding public health nursing services.
  • Compiles, maintains, and analyzes data to determine workloads, staffing priorities, program growth, and community needs.
  • Ensures Division services are provided to the public in a professional and respectful manner.
  • Directs the writing, review, and submission of grant applications for clinical and population health funding.
  • Responsible for the accuracy and timely submission of required grant reporting.
  • Develops and coordinates the implementation of divisional public health nursing and population health policies and procedures.
  • Provides health-related counseling on the prevention of communicable diseases.
  • Coordinates health programs with outside organizations and agencies.
  • Introduces general health-related information and instruction to individuals, families, and community groups.
  • Administers a variety of pre-examination tests.
  • Provides information and education to patients before and after tests.
  • Assesses and evaluates patients’ response to treatment and medication.
  • Advises patients on available and appropriate medical and social services.
  • Keeps accurate patient records and maintains confidentiality.
  • Stays abreast of new trends and innovations in disease prevention, treatment, and chronic diseases.
  • Compiles and submits necessary medical and statistical reports and data.
  • Applies time management and patient care coordination skills.
  • Assists in research and investigation of communicable diseases.
  • Assists with medical emergencies and administers first aid.
  • Keeps accurate patient records regarding immunizations and prescribed dosages of medications.
  • Represents the agency on community boards and committees.
  • Leads the quality improvement efforts of the division.
  • Justifies and approves expenditures for purchasing and staff travel.
  • Ensures effective morale, productivity, and discipline.
  • Plans, organizes, administers, reviews, and evaluates the activities and performance of staff.
  • Works with staff to establish work priorities and schedules.
  • Encourages and provides for staff training and professional development.
  • Interprets District policies and procedures for staff.
  • Works with staff to develop short and long term goals, monitors accomplishments, establishes performance requirements and personal development targets, and provides coaching for performance improvement and development.
  • Ensures all division work is documented and aligns with the Public Health Accreditation Board (PHAB) directives.
  • Demonstrates courteous and cooperative behavior when interacting with elected officials, clients, visitors, and staff.
