About The Position

This position is responsible for the clinical coordination, utilization management, and authorization of initial and ongoing services for children and families served within the child welfare system. This role ensures the effective and efficient use of agency resources through careful oversight of service delivery. Key responsibilities include fiscal management, budget forecasting, and maximizing third-party payments and alternative funding sources whenever possible. The position facilitates Team Review Meetings and the utilization review process, reviews and approves service requests, provides bypass service authorizations, and ensures the clinical appropriateness of all services authorized. Additionally, this position is accountable for ensuring that all treatment and interventions are individualized, flexible, responsive, and culturally competent, effectively addressing the diverse needs of children and families.

Requirements

  • Master’s degree in social work, Human Services, Public Administration, or a closely related field required; or equivalent required.
  • Minimum of five (5) years’ experience in child welfare.
  • Two years’ experience in Budgeting and Fiscal Management.
  • Background in counseling, therapy, behavior or mental health experience, preferably as a practitioner.
  • Demonstrated advance knowledge of Florida Child Welfare Statutes, including Chapter 39, as well as applicable administrative codes and regulatory requirements.
  • Valid Driver’s license and ability to travel through assigned circuits and other locations as required.

  • Demonstrated experience managing and overseeing a multimillion-dollar budget, including financial forecasting, expenditure monitoring, and mid-year reallocations to ensure fiscal integrity and alignment with program needs.
  • Strong organizational and time management skills, including the ability to develop, analyze, and present management reports in a clear, concise, and effective manner.
  • Ability to analyze complex data, identify trends, and translate findings into actionable strategies.
  • Strong interpersonal skills with the ability to collaborate effectively across departments and with external stakeholders.
  • Excellent Analytical and Problem-Solving Skills: This position requires the ability to independently assess, evaluate, and make recommendations regarding services for children and families in the child welfare system.
  • Strong Interpersonal, Presentation, and Organizational skill: This is required in order to effectively partner with various stakeholders and agency staff.
  • Strength Based Family Practice Orientation: This is required in order to effectively support the system of care, values and the mission and vision of FPOCF.

Responsibilities

  • Facilitates Standing Review Teams, ensures the appropriateness of services requested and reviews service delivery for families served in the child welfare system.
  • Completes service authorizations for bypass referrals, initial and ongoing services, utilizing 3rd party payment and other alternative community resources whenever possible.
  • Ensures that services authorized are clinically appropriate and that type, frequency and duration of service delivery matches child and family need with regulatory review and the maximization of resources.
  • Partners with Case Managers in the receipt of referrals for services requests in a collaborative manner ensuring the prioritization of urgent service requests in a strength-based and solution-focused manner.
  • Manages an allocation of services dollars for assigned Case Management Agency requiring strong fiscal management and budget forecasting skills.
  • Participates in the BFP second tier on call rotation.
  • Fulfills other incidental or related duties as assigned, assisting and training others, and performing duties of higher rated positions from time to time for developmental purposes.
