About The Position

The Clinical Operations Director assumes responsibility and accountability for all patient care activities, department operations (primary care, urgent care, imaging, and lab services), and staff leadership, including directs and supervises all nursing, medical assistants, and technician roles to support those departments listed. This role serves as part of the RCMS leadership team and represents the organization in accordance with the organizational philosophy and objectives, fosters highly skilled professional practice and develops highly functioning interdisciplinary teams. Reviews and approves clinical operations policies and procedures that adhere to appropriate standards of patient care and service for licensed and certified positions. Assures ongoing quality improvement and population health programs are incorporated in clinical care and services delivered to patients. Facilitates process improvement activities to meet expected quality metrics. Serves as a catalyst for change within the organization and departments to advance patient care and staff engagement. Build and maintain relationships between patients, providers, clinical support staff and the community. This Director’s impact will extend beyond the clinical environment as this role will collaborate with all RCMS leaders within the regional healthcare community and contribute to the community's well-being while bringing professional experience and perspective to the broader organizational leadership team. Requirements

Bachelor's: Degree in Nursing is required.
Health Administration or related field experience/education.
RN-Registered Nurse of California
BLS-Basic Life Support Healthcare Provider
5-7 years of relevant experience in a clinical or hospital environment.

Responsibilities

Provides administrative and nursing leadership to a team of multi-disciplinary clinical support roles for the delivery of patient care within primary care, urgent care, imaging, and lab operations.
Leads nursing and other clinical teams in establishing goals and standards to support patient care to ensure the delivery of high-value, quality care and achievement of organizational objectives.
Develops and fosters a solid partnership with physicians, nurse practitioners, physician associates, behavioral health practitioners, dental practitioners and other employees to facilitate and collaborate on initiatives, to resolve operational challenges and/or to improve processes.
Collaborates closely with the Director of Quality & Population Health to support the continuum of work completed by the MAC teams to ensure chart scrub, prep, documentation, communication, coordination supports the highest level of achieving quality goals for all patients and RCMS exceeds the quality metrics for PHM and Partnership.
Develops and establishes the direction of clinical policies and procedures, and sets a structure for providing safe, consistent and effective patient care.
Collaborate closely with Informatics/IT/EMR staff and outside vendors to ensure that all staff are trained and utilize the NEXTGEN EMR system to its fullest capacity and in alignment with the established clinical workflows.
Ensures protocols are in place to comply with FQHC, and the State and Federal system standards, policies and procedures applicable laws and regulations.
Takes a strategic approach in identifying best practices and standardizing workflows/processes and developing plans of action to implement changes to ensure the clinical staff (nursing, medical assistants, technicians) operate using the clinical workflows established while also being efficient and safe.
Establishes and communicates priorities and operational objectives to ensure all staff reporting to this role are successful in achieving the mission of RCMS and associated 5-year strategic plan.
Sets standards of performance for nursing staff, medical assistants and technician roles, ensures staff are training, supervises performance to ensure adhere to the highest level of safety and customer service.
Develops, implements and ensures corrective action plans are implemented to address or minimize operational risk and improve upon performance when it is not meeting organizational standards expected.
Makes rounds with staff, patients and physicians, listening to concerns and issues, conducting service recovery, and ensuring appropriate patient care.
Reviews patient complaints and incidents, responding as appropriate and ensuring improvement plans are appropriate, engages with senior leadership for support and response to complaints, incidents when additional levels of leadership involvement are appropriate.
Promotes effective communication between departments and teams to improve and standardize workflows.
Identifies and works to remove barriers that may hinder delivery of patient care or achieve process/productivity improvement and efficiency.
Develops and maintains a working relationships external peers and/or local/state/federal agencies to facilitate and collaborate on issues resolution.
Collaborates closely with the Chief Medical, Executive and Operations Officers when negotiating external contracts or with external agencies for services and audits, ensuring terms and conditions follow appropriate operating policies and procedures.
Provides guidance and/or direct intervention in resolving operating challenging or complex situations.
Ensures executive leadership informed of operational issues that may impact the community at large or require proactive intervention.
Works with senior leadership to develop and establish short- and long-term strategic plans related to the annual budget and RCMS’s 5-year strategic plan. Including but not limited to clinical encounter goals, population health management goals, quality goals, and long-term capital facility and asset planning.
Communicates strategic clinical operational goals and priorities to ensure these are incorporated into RCMS’s planning and budgeting.
Leads goal setting process and provides roadmap for staff to buy into accomplishing goals. Monitors progress, developing action plans to address issues and challenges.
Develop staffing plans in conjunction with the Chief Executive, Medical, Operations Officers to address current and future resource needs to meet service and/or operational demands and objectives.
Identifies process improvement opportunities, and ensures action plans short/long term operational objectives.
Monitors operational trends and recurrent issues, performance levels of staff are meeting expected standards. Actively includes other departments in the development of new or existing programs.
Participates in internal and external committees and task forces to support new or ongoing initiatives.
Establishes operating and capital budget with input from executive team ensuring financial targets are achieved and variances are addressed timely, financial targets, personnel, resources and supplies are managed prudently.
Approves operating budgets, and capital requests.
Works with executive leadership to achieve financial targets, effective utilization of personnel, resources and supplies align for budget to actual each month, quarterly, and year end.
Reviews financial reports and ensure corrective action plans are implemented to address unfavorable variances.
Reviews and approves employee expense reimbursements, and billing statements from vendors for those vendors that support clinical operations.
Provides and fosters an inclusive work environment that sets a high standard of staff engagement, collaboration, and supportive culture of teamwork.
Manages assigned staff, makes hiring and termination decisions, and reviews/approves timekeeping records.
Establishes expectations with all direct reports, holds individuals and work teams accountable, and ensures job descriptions accurately reflect job responsibilities and expectations.
Evaluates staff performance and determines/approves merit increase. Provides constructive feedback, coaching and counseling involving human resources support when needed. Implements disciplinary actions and/or performance improvement plans to achieve desired performance. Will have support from human resources and/or executive leadership to achieve necessary improvements in staffing performance, or when major disciplinary action is necessary.
Provides opportunities for career development, role expansion, and cross-training for direct reports who demonstrate an exemplary level of performance.
Conducts staff meetings for informative and educational purposes.
Responds timely to alleged violations of policies, procedures, regulations and standards of conduct by evaluating or initiating investigative procedures. May consult with Human Resources or Compliance to determine appropriate course of action.
Ensures staff maintains current and appropriate professional credentials.
