About The Position

The Fulton County Board of Health is seeking a highly qualified candidate for the position of PH Senior Manager 1 - Clinical Nursing Director within the Fulton County Board of Health in the Nursing & Clinical Services Division. This role involves planning, organizing, and directing all nursing activities in assigned facilities, ensuring the quality of nursing care delivered in public health facilities and community-based programs. The position directs subordinate managers and staff, coordinates disaster and emergency responses, and plays a key role in community health assessment and strategy.

Requirements

  • Master's degree in nursing, public health, or related field from an accredited college or university
  • Eight (8) years of professional nursing managerial or supervisory experience
  • Current Georgia Registered Professional Nurse license

Responsibilities

  • Plan, organize, and direct all nursing activities in assigned facilities.
  • Ensure the quality of nursing care delivered in public health facilities and community-based programs.
  • Direct subordinate managers and staff.
  • Coordinate response to disaster and emergencies.
  • Set priorities in collecting significant data related to client and/or health care delivery problems.
  • Evaluate demographic, epidemiologic, bio-statistical, and customer data to anticipate and identify risks and patterns of morbidity and mortality.
  • Identify and interact with key community leaders informally and formally as a part of the assessment process.
  • Participate in the formal community assessment process.
  • Represent Public Health and its role of protecting and promoting the community's health.
  • Communicate the need for ongoing community assessments to community leaders.
  • Explore the need for public health services considering the activities of other community agencies.
  • Determine priority for offering services based on assessment of client needs and staffing requirements for the program.
  • Develop and manage the budget and make cost-effective decisions.
  • Provide leadership in convening and facilitating community groups to evaluate health concerns identified in the assessment process.
  • Inform policy makers about the impact of regulations, budget decisions, and other factors.
  • Promote programmatic standards of care within the community.
  • Develop program plans for district nursing services in accordance with community needs and agency objectives.
  • Develop policies, set standards, and plan objectives for the nursing program in accordance with established policies.
  • Assimilate data collected regarding identified individual and/or community health needs.
  • Set goals and objectives for meeting the identified health needs.
  • Decide the need for revision of district nursing goals, policies, and procedures based on data analysis and performance review.
  • Develop staffing patterns.
  • Assure the provision of services to individuals and families including physical assessment, health education, counseling, developmental screening, diagnoses, and treatment.
  • Assure that prevention and intervention efforts for communicable diseases and other public health conditions are being appropriately implemented.
  • Collaborate with the community, including various health care providers, to reduce barriers to providing health care.
  • Assist the community in the implementation of its intervention plan.
  • Seek to develop or maintain partnerships with private providers to link preventive and wellness services to primary care in the community.
  • Seek financial and human resources to promote the implementation of the assurance function.
  • Evaluate nursing standards and nurse protocols for all nursing programs.
  • Define nursing activities within specific program areas that will meet identified individual and/or community health needs.
  • Assure that standard therapeutic regimens are implemented and maintained by all personnel under immediate and general supervision.
  • Develop and update protocols with the staff, Medical Director, and consultant annually and as needed.
  • Develop a plan for marketing public health services to the community.
  • Coordinate with other public health disciplines and community agencies to ensure services are provided in the most effective and efficient manner.
  • Assist with writing grant proposals as necessary to obtain additional resources for the provision of services.
  • Initiate and participate in the development of community-wide policy to improve the health status of the stakeholder.
  • Assign and prioritize the unit's work to meet the organization's objectives.
  • Direct and review work assignments.
  • Monitor progress and productivity of assigned staff.
  • Communicate organization's goals and objectives to staff.
  • Establish unit goals and objectives consistent with the organization's mission.
  • Assist staff in resolving problems encountered in work assignments.
  • Evaluate unit policies, procedures, and processes and recommend/implement changes to ensure efficient functioning.
  • Interpret policies and communicate changes in regulations and procedures.
  • Define goals and/or required results at the beginning of the performance period, and gain acceptance of ideas by creating a shared vision.
  • Communicate regularly with staff on progress toward defined goals and/or required results, providing specific feedback and initiating corrective action when needed.
  • Confer regularly with staff to review employee relations climate, specific problem areas, and actions necessary for improvement.
  • Evaluate employees at scheduled intervals; obtain and consider all relevant information in evaluations and support staff by giving praise and constructive criticism.
  • Recognize contributions and celebrate accomplishments.
  • Motivate staff to improve quantity and quality of work performed and provide training and development opportunities as appropriate.
  • Make long-range plans and regularly review activities, problems, and functions of services being delivered.
  • Provide input into the preparation of the budget according to established formats, guidelines, and due dates.
  • Ensure that the budget is developed within allowed tolerances in budget categories.
  • Monitor expenditures to ensure conformity to budget category allowances.
  • Identify potential cost overruns.
  • Organize and plan a systematic and continuous quality/performance improvement program for the practice of nursing.
  • Establish criteria or measures to be used in evaluation of program outcomes or achievements.
  • Assess program objectives, activities, and outcomes, and the training and skills of each staff member involved in program activities.
  • Make recommendations regarding changes needed to improve program effectiveness and efficiency.
  • Analyze program statistics and non-staff resource utilization.
  • Seek staff input.
  • Make recommendations regarding program or resource changes needing further study.
  • Oversee the collection of data for statistical records.
  • Interview applicants or employees to fill vacancies or promotional positions according to applicable laws, rules, and policies.
  • Select or promote the appropriate number of individuals who possess the skills needed to perform the work.
  • Identify training needs and ensure that necessary job-related instruction is provided to staff.
  • Discuss potential grievance-related concerns with employees to identify options or resolve issues prior to formal filing.
  • Advise employees of established grievance procedures.
  • Recommend or initiate disciplinary actions according to applicable rules and policies.
  • Plan and direct the work of nursing or other professional staff and assure an adequate level of nursing care.
  • Attend internal and external educational programs and professional meetings for continuing professional education.
  • Attend regular meetings of available and applicable professional organizations.
  • Read and evaluate professional literature on a continual basis; translate complex or technical information into an understandable format and distribute as needed.
  • Incorporate knowledge of pertinent new trends and developments into section policies and procedures.
  • Make recommendations for any related organizational changes.
  • Provide staff development including orientation, in-service training, workshops, and continuing education for all levels of nursing staff.
  • Review state, federal, and other regulatory standards information to direct quality improvement activities and achieve compliance.
