About The Position

This position serves as the sole Clinical Laboratory Improvement Amendments (CLIA) surveyor within the Department of Health and Human Services (DHHS), specifically for the Division of Licensing and Certification’s (DLC) Medical Facilities Unit. The role involves conducting laboratory inspections for both federally certified and state-licensed medical laboratories across Maine. The primary objective is to ensure that medical laboratory services provided by various facilities, including hospitals, physicians' offices, and other lab locations, adhere to federal and state regulations. This includes performing on-site routine inspections, investigating complaints, and offering consultation and guidance on compliance with federal Centers for Medicare and Medicaid Services’ (CMS) Conditions of Participation and Maine State licensing requirements. The position requires statewide travel, occasional overnight stays, and potentially occasional night or weekend surveys. Additional duties include completing "Statements of Deficiencies" reports, interviewing complainants and witnesses, and participating in mandatory online CMS training.

Requirements

  • A bachelor’s degree in medical technology or chemical, physical, or directly related life science, and six (6) years of clinical laboratory experience.
  • Comparable experience may be substituted for education on a year-for-year basis.

Nice To Haves

  • A current registration as a Medical Technologist, Medical Laboratory Scientist, or equivalent, by a national accrediting agency.
  • Knowledge of quality assurance principles, including sample and data management, audit procedures, and data validation.
  • Knowledge of federal and Maine regulatory requirements for healthcare facilities.

Responsibilities

  • Perform laboratory inspections of both federally certified and state licensed medical laboratories across Maine.
  • Ensure medical laboratory services comply with federal and state requirements.
  • Perform on-site routine inspections and complaint investigations.
  • Provide consultation and guidance regarding regulatory compliance with federal CMS Conditions of Participation and Maine State licensing requirements.
  • Complete reports, known as “Statements of Deficiencies,” outlining any findings that facilities failed to comply with required rules/regulations.
  • Interview complainants and witnesses.
  • Participate in training, including mandatory online CMS training.
  • All other duties as assigned.
