Position Summary The Clinic Manager (CM) for the Charleston Training Delivery Point (TDP) is responsible for the overall management and coordination of medical services provided under this contract at the Charleston site. The CM serves as the Contractor’s on‑site Point of Contact (POC) with the Government and ensures delivery of services in accordance with the Performance Work Statement (PWS). This position carries full authority for clinic operations and supervision of staff at the Charleston TDP. Reporting Structure Reports to: Contractor Program Management / Corporate Management Acts as POC for: Government representatives at FLETC Charleston Does Not Report to: Quality Control Manager (QC remains independent)

Requirements

  • Baccalaureate degree from an accredited U.S. health care program meeting recognized accreditation standards (same as Artesia).
  • Current, full, active, and unrestricted licensure or certification applicable to the health care discipline.
  • Immediate reporting of license restrictions to employer and CO/COR/CMO.
  • Health Care Administrators must hold appropriate professional certifications.
  • Physician Assistants must be PANCE‑certified per ARC‑PA requirements.
  • Minimum five (5) years nursing or clinical experience.
  • Minimum three (3) years supervisory or management experience.
  • English language proficiency appropriate to supervisory and clinical leadership duties.
  • Proficiency in:
  • Email and Microsoft Teams
  • Microsoft Office applications
  • Government‑provided EMR systems
  • Report preparation and submission to CO/COR/CMO

Nice To Haves

  • Graduate degree in Nursing, PA, Health Care Administration, or Medicine is preferred

Responsibilities

  • Provide comprehensive on‑site management of clinic operations and staff.
  • Supervise and coordinate clinic personnel schedules to support training operations without disruption.
  • Serve as the primary liaison between the Contractor and Government officials at the Charleston campus.
  • Ensure compliance with all:
  • PWS requirements
  • Clinical standards and best practices
  • Federal, state, and local regulations
  • Implement Contractor policies and Government directives related to medical services.
  • Address operational issues affecting contract performance and coordinate resolution with Contractor management.
  • Support Quality Control activities while maintaining proper separation from QC reporting authority.
  • Ensure accurate and compliant use of the Government‑provided EMR.
  • Communicate effectively with the CO, COR, and CMO regarding clinic operations and performance.
  • Any constraints on authority to commit clinic staff to contractual changes shall be expressly stated in the designation letter.
