Requirements

  • Bachelor’s degree in healthcare administration, business administration, human services, or a related field, or equivalent combination of education and progressive work experience.
  • Minimum of five years of progressively responsible experience in healthcare, behavioral health, or residential program operations.

  • Master’s degree in healthcare administration, business administration, or related field.
  • Experience supporting licensed behavioral health or residential treatment programs.
  • Experience with budget monitoring, audits, or regulatory compliance.

Responsibilities

  • Provides operational oversight for assigned clinic(s) or residential-based clinical programs, ensuring alignment with organizational standards, contracts, and regulatory requirements.
  • Supports implementation and adherence to standardized workflows, policies, and procedures.
  • Monitors operational performance metrics and support continuous improvement initiatives.
  • Coordinates staffing coverage, scheduling needs, and space utilization to support program operations and to maintain adequate staffing levels.
  • Ensures program readiness for audits, site reviews, and regulatory monitoring.
  • Serves as a key operational liaison between program leadership, clinical leadership, and administrative support teams.
  • Provides direct supervision and ongoing leadership to assigned administrative and support staff.
  • Leads and participates in hiring activities, including interviewing, candidate selection, onboarding, training, scheduling, performance management, and retention of staff.
  • Conducts regular check-ins, coaching, and performance evaluations in alignment with organizational practices.
  • Exercises day-to-day decision-making authority related to employee performance, attendance, and conduct, consistent with organizational policy and HR guidance.
  • Plans, assigns, and directs work to ensure effective program operations and appropriate staffing coverage.
  • Promotes accountability, teamwork, professionalism, and respectful workplace behavior across assigned teams.
  • Escalates employee relations matters appropriately in partnership with Human Resources.
  • Acts as second-in-command to the Director of Program, maintaining operational oversight and ensuring continuity of leadership across a 24/7 service model.
  • Participates in budget development, monitoring, and variance review for assigned programs.
  • Monitors expenses, purchasing activity, and payroll submissions to support fiscal accountability.
  • Supports reconciliation of operational costs in partnership with Finance.
  • Ensures appropriate use and tracking of program resources and supplies.
  • Supports compliance with applicable federal, state, and local regulations, including WAC, RCW, and contractual requirements.
  • Ensures adherence to organizational policies, HIPAA requirements, and risk management practices.
  • Participates in internal audits, corrective action planning, and quality improvement activities.
  • Maintains documentation and records in accordance with regulatory and organizational standards.
  • Supports resolution of client or family concerns in collaboration with clinical leadership.
  • Ensures appropriate review and follow-up of incidents, client grievances, and safety concerns.
  • Promotes service delivery practices that are trauma-informed, person-centered, and recovery-oriented.
  • Facilitates clear and consistent communication across multidisciplinary teams.
  • Participates in leadership meetings, operational meetings, and cross-functional workgroups as assigned.
  • Collaborates with internal departments and external partners to support program operations.
