About The Position

The City of Vancouver is seeking a Clerk III for the Vacancy Tax branch. This role involves performing moderately complex clerical and accounting work related to the billing, collection, and adjustment of Vacancy Tax levies. The position also includes assisting the public with inquiries and leading a team of seasonal staff during the property status declaration period. Requirements

  • Completion of Grade 12 supplemented by recent further education in business and accounting courses.
  • Considerable related experience or an equivalent combination of training and experience providing a range of customer service functions and performing more complex billing and collection activities.
  • Exposure to sophisticated financial systems.
  • High degree of processing speed, accuracy, and attention to detail.
  • Effective interpersonal, written & verbal communication skills.
  • Demonstrated ability to use tact, discretion & confidence when dealing with the public.
  • Proven analytical and problem-solving skills to resolve financial issues.
  • Ability to handle a varied workload in a busy environment with frequent interruptions and minimal direction.
  • Effective planning and organization skills to address multiple priorities and meet deadlines.
  • Demonstrated initiative and skills working in a team environment and ability to quickly adapt to change.
  • Intermediate level of competency in Word and Excel required.

Nice To Haves

  • Ability to analyze large amounts of data using Excel’s VLOOKUP and pivot tables.
  • Experience in scheduling the work of others and leadership skills are an asset.

Responsibilities

  • Provide support for customer service functions, including direction to seasonal staff.
  • Serve as the first point of escalation for in-person declarations during the property status declaration period.
  • Assist with scheduling, directing, training, coaching, and prioritizing the work of subordinates.
  • Assist the public with evidence intake and general inquiries for the Vacancy Tax branch and Review Office.
  • Communicate with customers in person, by phone, or in writing to answer vacancy tax-related questions, including public inquiries, complaints, and escalations.
  • Prepare and maintain a large volume of records and files, both manual and computerized.
  • Compile and condense non-technical statistical data from uniform sources.
  • Devise forms, set up moderately complex statistical tables, and assist in the preparation of routine reports.
  • Compile, check, match, research, and verify source documents to record, process, balance, and reconcile transactions or reports.
  • Comply with documentation standards applicable to the assigned department.
  • Prepare system entries in a timely, comprehensive, and error-free manner.
  • Prepare and update procedure manuals as required.
  • Maintain solid working relationships with staff and customers by providing prompt and appropriate responses.
  • Adhere to strict confidentiality standards when preparing or distributing sensitive documents or information.
  • Establish and maintain effective working relationships with internal and external contacts.
  • Provide backup services to other staff in their absence.
  • Complete special projects as assigned by the supervisor or manager.
  • Perform other duties/responsibilities as assigned.
