About The Position

Under general supervision, this position coordinates, organizes, develops, and implements a variety of general support services functions within the Police Department. The role oversees technical-level tasks, projects, and activities related to department vehicle fleet, building maintenance, and inventory control. This position receives supervision from the Support Services Lieutenant.

Requirements

  • Knowledge of Federal, State and City statutes, ordinances, codes, and regulations pertaining to the retention, disbursement, and destruction of files, documents, and property.
  • Knowledge of principles and practices of public administration, including planning, organizing, staffing, directing, and managing.
  • Knowledge of bookkeeping and basic accounting principles.
  • Knowledge of advanced principles, practices, methods and techniques of policing and law enforcement in records management, evidence technology, inventory tracking and management, auditing procedures, and fleet services.
  • Knowledge of modern office procedures and practices, and equipment.
  • Knowledge of procedures and practices of stockroom operation.
  • Skill to evaluate and improve procedures and processes.
  • Skill to communicate and maintain working relationships with others in carrying out job functions.
  • Skill to interact with others in the work unit to exchange detailed and/or technical information.
  • Skill to interact with vendors to exchange detailed and/or technical information.
  • Skill to operate personal computers, office equipment, and various software applications, including word processing, spreadsheets and databases, efficiently.
  • Ability to coordinate with various vendors for maintenance, repair, and installation of police department facility security systems, including changing door locks, programming key card entry, and other building security features as necessary.
  • Ability to maintain the integrity, professionalism, values and goals of the El Centro Police Department by assuring that all rules and regulations are followed, and that accountability and public trust are preserved.
  • Ability to work with vendors and obtain quotes for the department equipment and supplies, including tools, uniforms, gear, and other items.
  • Ability to supervise and oversee support services; make decisions under pressure.
  • Ability to prepare and administer budgets.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • High School diploma or equivalent to high school graduation.
  • California Class C driver's license and an acceptable driving record must be maintained.
  • Two (2) years of experience in a supervisory or management capacity.
  • Five (5) years of increasingly responsible administrative, operational, logistics, facilities, fleet management, inventory control, or civilian support services experience, preferably within a law enforcement agency and/or professional experience in a records management and/or technical service function of law enforcement.

Responsibilities

  • Supervises police department’s support services non-sworn personnel, including custodians, Animal Control Officers, Community Service Officers, and Parking Enforcement Officers.
  • Prepares and tracks maintenance requests.
  • Orders supplies and necessary equipment.
  • Meets with vendors and provides oversight during their access to the facility.
  • Works with lock companies to ensure key control and security.
  • Maintains a listing of serial numbers for building keys issued and the core/locks corresponding to keys.
  • Coordinates the repair of equipment and warranty compliance with City Staff, City Shop and commercial vendors to ensure continuity of services.
  • Monitors scheduled equipment maintenance and repairs to ensure compliance with warranties and applicable City purchasing policies.
  • Coordinates vehicle outfitting processes with internal and external partners.
  • Ensures that completed vehicles meet departmental standards.
  • Facilitates transporting department vehicles to and from repair facilities, radio shops, etc.
  • Maintains inventory control database for department vehicles, parts, radios, computers/laptops, equipment, firearms, uniforms, safety equipment, and other department assets.
  • Acts as a resource to provide supervisors and the Training Unit equipment as necessary.
  • Assists administrative staff with equipment and supply budget administration.
  • Requests equipment for testing and evaluation for possible purchase.
  • Assists in evaluating products and supplies for police officers and other department personnel and obtains management approval for new lines of goods.
  • Analyzes past expenditures, expected needs, and future cost projections to develop detailed input into equipment budget development.
  • Works to ensure the most cost-effective alternatives are identified when planning expenditures.
  • Maintains a supply of general office materials and other miscellaneous items.
  • Assigns lockers and locks to police staff; maintains list of locker assignments.
  • Conducts periodic audits and/or inspections of assigned equipment to maintain accountability and ensure conformity to department policy.
  • Prepares employee evaluations and reviews employee timesheets.
  • Oversees and coordinates the maintenance and upkeep of the pound.
  • Provide administrative support to the Chief of Police and Police Administration, including preparing presentations, reports, correspondence, statistical analyses, and other administrative documents.
  • Receives and responds to citizen complaints within scope of authority.
  • Performs related duties as required or assigned.
