The SCA’s Architecture and Engineering Department is responsible for development of scope, design, and construction documents for new school buildings, additions, lease conversions and renovation work of existing schools for New York City’s approximately 1.1 million students. Our projects are intentionally and thoughtfully designed; positive impact design is at the forefront of all our projects. Our In-House studio is a multidisciplinary practice that is responsible for designing some of the largest and most complex schools in our 1,500+ school portfolio as well as renovation work to existing schools. Our other two studios manage external consultants from design inception to completion. Job Description Summary The Engineer - Level A, B or C is a registered Professional Engineer reporting to a Managing Engineer, Managing Architect, higher-level Engineer or Architect and is responsible for performing work in a variety of assignments and technical roles, as needed, to achieve the objectives of the Authority. The Professional Engineer should have knowledge in design and implementation of the New York City permitting process, including the Stormwater Pollution Prevention Plan (SWPPP) design and approval process to address state and local regulations regarding management of stormwater runoff during, and post construction. The candidate shall also have good knowledge to assist mitigating water infiltration into existing buildings. They should have knowledge and ability to assist with the scoping and design of the envelope of existing buildings.

Requirements

  • Baccalaureate degree plus
  • A valid New York State license as a Professional Engineer.
  • Level B requires: A valid New York State license as a Professional Engineer and three years of full-time, paid post-licensure experience as a Professional Engineer; two years must be as a project engineer; project team, or squad leader
  • Level C requires: A valid New York State license as a Professional Engineer and six years of full-time, paid post-licensure experience as a Professional Engineer; three years must be as a project engineer; project, team, or squad leader; or a comparable level of responsibility.
  • Selective Certification for Special Experience: Electrical: a minimum of four years of experience specializing in electrical work; his can be any combination of pre-licensure and post-licensure work; post-licensure work is not required.
  • Heating, Ventilation, and Air Conditioning: a minimum of four years of experience specializing in heating, ventilation, and air conditioning work; this can be any combination of pre-licensure and post licensure work; post-licensure work is not required.
  • Plumbing and Drainage: a minimum of four years of experience specializing in plumbing and drainage work; this can be any combination of pre-licensure and post-licensure work; post-licensure work is not required.
  • Structural: a minimum of four years of experience specializing in structural work; this can be any combination of pre-licensure and post-licensure work; post-licensure work is not required.

Responsibilities

  • Engineer – A Perform civil engineering design and field inspection work across a variety of assignments and technical roles.
  • Gather, review, and survey data to identify site and utility features to be addressed during the design process.
  • Prepare geotechnical testing guidelines and conduct percolation tests.
  • Design stormwater management systems in compliance with Stormwater Pollution Prevention Plan (SWPPP) regulations and prepare supporting documentation for the permitting process.
  • Coordinate and implement best management practices for stormwater control.
  • Design and prepare all applicable DEP applications, including site connection, cross-connection, and SWPPP submissions.
  • Inspect premises, witness soil testing, evaluate water infiltration through foundation walls, and prepare detailed reports.
  • Review prior plans, drawings, and specifications related to construction, demolition, or structural alterations to ensure compliance with SWPPP requirements, local laws, rules, and regulations.
  • Review and contribute to both rehabilitation and new building design projects.
  • Prepare and/or supervise the development of scope documents, pre-schematic and schematic designs, preliminary studies, construction documents, reports, plans, and specifications.
  • Collaborate with technical, professional, managerial, and support staff, as well as consultants, contractors, vendors, and government agencies.
  • Serve as project lead on select, less complex design and construction projects, such as school modernizations, additions, leased spaces, and CIP projects.
  • Review contractor submittals and shop drawings, and conduct design reviews for rehabilitation and new construction work.
  • Maintain and expand knowledge of architectural and engineering principles.
  • Sign, seal, and file engineering drawings as required.
  • May perform the duties of Engineer A.
  • Conduct QA/QC reviews of all SWPPP plans and applications to ensure quality, accuracy, and compliance with DEP requirements.
  • Provide direction to lower-level Architects and Engineers, Technical Inspectors, Quality Assurance Specialists, Associate Architects and Engineers, and Architectural/Engineering Technicians.
  • Work on complex design projects, including large primary schools, small intermediate schools, specialized facilities, full modernizations, major additions, and multiple or specialized CIP projects.
  • Serve as a discipline and design leader, supporting the training and development of staff within the civil engineering discipline.
  • Chair or participate in departmental seminars and workshops, and mentor junior staff to support their professional growth.
  • Train new SCA employees, contingent staff, and external design consultants on SCA standards and procedures.
  • Coordinate the work of consulting firms, individual consultants, and contingent staff, and conduct design reviews of documents prepared by outside consultants.
  • Responsible for performing work across a broad range of assignments and technical roles, as needed, while managing team members and/or contractors to achieve the Authority’s objectives.
  • May perform the duties outlined for Engineer A and Engineer B.
  • Serve as project leader on multiple, complex construction projects and major design and exploration programs.
  • Plan, assign, direct, manage, and supervise the work of stakeholders—including Engineers, Architects, Quality Assurance Specialists, Technical Inspectors, Associate Engineers, Associate Architects, and Architectural/Engineering Technicians—while proactively resolving issues that arise.
  • Manage several projects concurrently.
  • Ensure compliance with applicable codes and standards and maintain project schedules.
  • Conduct design reviews of work prepared by other engineers and architects.
  • Assist in the development of new design standards and procedures.
  • Coordinate the work of consulting firms, individual consultants, and contingent staff as required.
  • Sign, seal, and file engineering drawings when necessary.
