About The Position

The Civil Rights Coordinator (CRC) serves as chief staff officer to the Director of Transportation responsible for overseeing and administering a department-wide, comprehensive Civil Rights program including advising the Director on departmental positions and representing the Director on such matters. Program management includes; setting overall, long range program direction, priorities, goals, policies, and plans; acquiring and managing resources and personnel; and establishing effective inter-personal relationships with all levels of internal and external government personnel, private sector representatives, and general public. Work also includes supervising a staff of civil rights specialists, each responsible and engaged in program development, evaluation, consultation, and compliance work for a major civil rights program area; serving as departmental liaison and authority on civil rights program matters; advocating and fostering civil rights principles and concepts in fulfilling legislative intent.

Requirements

  • Knowledge of civil rights laws, rules and regulations, issues of an principles and practices governing areas such as Title VI, Disadvantaged Business Enterprise, Equal Employment Opportunity, and Americans with Disabilities programs.
  • Knowledge of research, investigation, analytical and problem solving techniques.
  • Knowledge of report writing.
  • Knowledge of principles and practices of supervision.
  • Two and a half (2 ½) years of progressively responsible professional or other responsible analytical work experience which involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems; and identifying, evaluating and analyzing issues involved and understanding and applying various statutory provisions, rules or regulations to determine and recommend appropriate courses of action.
  • Such experience must have demonstrated the ability to elicit information orally and in writing, apply problem solving methods and techniques and prepare clear and concise written reports of findings and recommendations for action; and establish and maintain effective working relationships.
  • Two (2) years of progressively responsible professional work experience in a civil rights (e.g. Americans with Disability Act, Disadvantage Business Enterprises, Title VI, Equal Employment Opportunity) program which involved responsibility for developing, implementing and coordinating a program (s) to ensure compliance with civil rights requirements; monitoring and evaluating program effectiveness and recommending improvements, e.g., new and revised programs, polices, procedures, and laws; investigating and participating in the resolution of civil rights complaints and charges; and advising agency personnel and others on civil rights laws and regulations and court rulings relative to interpretations and program implications.
  • One (1) year of supervisory work experience which included: 1) planning, organizing, scheduling, and directing the work of others; 2) assigning and reviewing their work; 3) advising them on difficult work problems; 4) training and developing subordinates; and 5) evaluating their work performance, and disciplining them when necessary.
  • Citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

  • Analyzing and resolving complex civil rights problems.
  • Providing expert advice to Department of Transportation (DOT) management and other civil rights personnel.
  • Formulating policies and procedures.
  • Establishing priorities.
  • Establishing and maintaining effective working relationships with subordinates and others.
  • Dealing tactfully with people of various social and economic levels.
  • Communicating effectively orally and in writing.
