Project Manager | Civil Engineering (Site Development / Public Works)
About The Position
Psomas is a 100% employee-owned firm seeking a Civil Engineering Project Manager for its Site Development/Public Works team. This role involves leading infrastructure and land development projects for communities across Southern California, serving clients such as municipalities, school districts, higher education institutions, and civic agencies. The projects encompass site development, roadway and right-of-way improvements, civil utilities, drainage infrastructure, and public improvements. The position is based in the Downtown Los Angeles office, with flexibility to work from Santa Clarita or Orange County offices.
Requirements
- Bachelor's degree in Civil Engineering or related discipline
- California PE license required
- 8+ years of civil engineering experience managing multidisciplinary projects
- 1+ years of project management experience overseeing site development or public works projects
- Experience delivering projects for Southern California public agencies, municipalities, or educational institutions
- Strong technical knowledge of civil engineering, design, practices and standards
- Excellent communication, leadership, and client management skills

- DBIA certification or ability to obtain within 2 years
Responsibilities
- Manage multiple civil engineering projects from planning through completion
- Oversee scope, budgets, schedules, staffing, and cost estimating
- Lead production of high-quality deliverables while meeting project deadlines
- Supervise, mentor, and support engineers and technical staff
- Apply expertise in grading, drainage, utilities, LID, hydrology/hydraulics, and public improvements
- Maintain strong client relationships and navigate local/state regulatory requirements
- Support proposals, interviews, RFQs/RFPs, presentations, and contract negotiations
- Coordinate subconsultants and oversee contract administration
