About The Position

Legacy Engineering is seeking an experienced Civil Engineering Project Manager or Senior Project Manager to lead land development projects, mentor staff, and play a key role in the continued growth of our Fredericksburg office. This is a leadership opportunity for someone who wants meaningful project ownership, direct impact on firm growth, and the ability to work closely with decision-makers in a collaborative environment.

Requirements

  • Bachelor’s degree in Civil Engineering or related field
  • 7+ years of land development engineering experience
  • Proven experience managing projects, clients, and technical teams
  • Strong understanding of Virginia permitting processes, regulations, and local agency coordination
  • Proficiency with AutoCAD Civil 3D and related design tools
  • Ability to manage multiple projects while maintaining quality, responsiveness, and attention to detail
  • Strong communication, leadership, and problem-solving skills

Nice To Haves

  • PE license preferred (or ability to obtain within 12–18 months)

Responsibilities

  • Lead Complex Land Development Projects: Manage a variety of land development projects across residential, commercial, mixed-use, and public sectors from initial proposal through construction support and project closeout. Oversee project scope, schedules, permitting coordination, and overall delivery while ensuring high-quality outcomes for clients and stakeholders.
  • Provide Technical Leadership: Guide the design and review of site development plans including grading, stormwater management, utilities, and erosion & sediment control using Civil 3D. Serve as a technical resource for the team while helping solve complex engineering and permitting challenges throughout Virginia jurisdictions.
  • Mentor and Develop Staff: Support and mentor junior engineers and project team members through project coordination, technical guidance, and day-to-day leadership. Help foster a collaborative, accountable, and growth-oriented team environment.
  • Build Strong Client Relationships: Serve as a trusted advisor and primary point of contact for clients, agencies, and project stakeholders. Participate in client meetings, public hearings, and business development efforts while helping strengthen and grow long-term partnerships.
  • Drive Successful Project Performance: Manage project budgets, schedules, invoicing, and overall financial performance to help ensure projects remain on track and aligned with client expectations.
