About The Position

Performs a variety of professional engineering work including oversight of both public and private projects; plan review, design and construction of public infrastructure, field inspections, and assisting the Director of Public Works/City Engineer, Assistant City Engineer, or the Senior Project Engineer in administering general engineering responsibilities of the department. Must have the ability to perform work in an office or field environment and ability to understand and apply federal, state and local regulations related to design and construction of public works. Works as a team member with developers, engineers, other City departments and other governmental agencies. Includes oversight and coordination of various office and field engineering tasks.

Requirements

  • Bachelor's degree in civil engineering from an accredited college or university.
  • Four years’ experience in the professional engineering field.
  • Satisfactory equivalent combination of experience and training which ensures the ability to perform the work may be substituted for the above.
  • Required to obtain a valid Oregon Professional Engineer's License within six (6) months of appointment.
  • Ability to effectively coordinate and plan multiple long-range and short-range projects simultaneously.
  • Ability to prepare and interpret engineering plans and specifications.
  • Ability to prepare technical reports.
  • Demonstrable experience using personal computers including word processing and spreadsheet application software and CAD necessary.
  • Must have a valid Driver’s License at time of appointment.

Nice To Haves

  • Experience with GIS software is a plus.

Responsibilities

  • Contributes to a positive work environment.
  • Maintains a positive relationship with contacts specific to them and positions outside the City organization.
  • Oversees, coordinates, and performs the design and preparation of plans and specifications for Public Works Capital Improvement Projects within the City.
  • Interprets and applies standards in designs and review of consultant work for public and private improvement projects.
  • Serves as project manager for assigned public infrastructure projects.
  • Monitors project activities, schedules, and budgets.
  • Ensures compliance standards are met and projects are executed in a timely manner.
  • May be involved in all phases of planning, designing, and construction of public infrastructure projects.
  • Assists in the review and approval of site plans and public improvements within the right of way relating to private development.
  • Coordinates work with other departments in the City, primarily Planning and Building Departments, as well as other governmental agencies that may be concerned or affected by various construction projects.
  • Assists department managers with the preparation of annual department budget.
  • Provides information to contractors, engineers, developers, and the general public for both private development and public improvement projects.
  • Responds to public inquiries and complaints on construction-related requirements.
  • Assists in the development of standard operating procedures for the department including but not limited to: permitting, plan review, and project inspection.
  • May assist in conducting studies, preparing reports, and making recommendations on engineering projects.
  • May represent the department as Engineer for traffic and/or other engineering issues in discussions and correspondence with other jurisdictions, developers and the public, city boards and/or commissions, in the absence of the department supervisory/managerial Engineers.
