About The Position

SpecPro Sustainment and Environmental, LLC (SSE) is seeking a Civil Engineer (Mid-Level) to support our ongoing mission with the 647 Civil Engineering Squadron (CES) at Joint Base Pearl Harbor-Hickam, Hawaii. The Civil Engineer will serve as a primary Activity Management Plan (AMP) manager, integrating structural, architectural, and pavement condition data to support long-term infrastructure planning, project prioritization, and investment decisions. This position will support Transportation Networks and Airfield Pavements (TNAP) AMP integration, Facilities AMP integration, Sustainment Management System (SMS) data validation, and coordination across Civil Engineering stakeholders.

Requirements

Bachelor’s degree in Civil Engineering or equivalent from an accredited institution within the United States.
Minimum of 5 years of civil engineering experience, including at least 3 years of military facility/infrastructure experience.
Experience with military facility and infrastructure planning, civil engineering, or asset management.
Ability to evaluate infrastructure condition data and support lifecycle planning and project prioritization.
Strong written and verbal communication skills with the ability to coordinate across multidisciplinary stakeholders.
Must be able to successfully complete the required Tier 1 background investigation and obtain/maintain a Common Access Card (CAC).

Nice To Haves

Experience with Air Force engineering systems and tools such as PAVER, BUILDER SMS, NexGen IT/TRIRIGA, or similar platforms.

Responsibilities

Lead development and continuous update of the Transportation Networks and Airfield Pavements (TNAP) AMP using PAVER data.
Consolidate structural and architectural condition data from BUILDER SMS to support Facilities AMP lifecycle strategies and project prioritization.
Apply Air Force asset management principles to score, rank, and align proposed civil projects with installation AMP goals and deficiencies.
Oversee QA/QC of facility and pavement condition assessment data to support accurate, ground-truthed AMP decisions.
Collaborate with multiple flights and stakeholders to gather requirements and align projects with operational needs.
Conduct required physical inventories and compliance inspections of installation facilities, plants, systems, real property installed equipment, occupants, and facility footprints.
