About The Position

This position involves complex professional engineering work in the research, planning, design, and construction of waterworks capital and/or maintenance projects. The role requires coordinating the work of professional and technical staff. The ideal candidate will have multi-disciplined public works design experience, preferably in potable water or wastewater, and experience in preparing plans and specifications for public bidding projects. They should possess the appropriate education and experience related to the design and construction of potable water conveyance systems, demonstrate the ability to prepare, oversee, coordinate, and review the work of professional and technical personnel, be able to efficiently perform accurate engineering calculations and cost estimates, be proficient in preparing and reviewing complex plans, specifications, legal documents, technical reports, and studies for data-based decisions, and have strong interpersonal and communication skills. The position may be underfilled at the Civil Engineer level.

Requirements

  • Graduation from a four-year college or university with a degree in civil engineering.
  • Three years of responsible professional civil engineering experience, preferably in a water utility.
  • Certificate of registration as a Professional Engineer issued by the State of Nevada, or the ability to obtain one within 6 months.
  • Knowledge of theory, principles and practices of civil engineering design and construction.
  • Knowledge of principles of physics and mathematics applicable to civil engineering.
  • Knowledge of principles and techniques of management and supervision, including goals and objectives development and work planning and organization.
  • Knowledge of principles and practices of contract administration and project management and evaluation.
  • Knowledge of principles, modern techniques and equipment used in design, construction and maintenance of various public works projects, including land surveying.
  • Knowledge of strength, properties and uses of construction materials.
  • Knowledge of legal guidelines for public works engineering.
  • Knowledge of public relations.
  • Knowledge of micro-computer applications pertaining to the work.
  • Ability to review, prepare or direct the preparation of complex plans, specifications and legal contracts.
  • Ability to communicate effectively, orally and in writing.
  • Ability to establish and maintain effective working relationships with those encountered in the course of the work.

  • Motivates and evaluates assigned staff and provides for their training and professional development.
  • Prepares clear, concise and accurate reports, drawings, maps, notes, correspondence and other written materials.
  • Establishes and maintains effective working relationships with those encountered in the course of the work.
