About The Position

The Civil Engineer Manager (Transportation) leads the Evaluations and Research Unit at the Pennsylvania Department of Transportation. The unit advances new materials, technologies, and methods to support safe and effective transportation systems. The role manages staff, guides engineering research, and coordinates with partners to improve statewide processes and standards. The position contributes technical expertise to modernization and innovation efforts, oversees evaluation projects and field work, and prepares technical documentation based on research findings.

Requirements

• Four years of professional civil engineering experience, including three years in the appropriate specialty and one year directing the work of civil engineers.
• Possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
• Possession of a valid driver's license.
• Must be able to perform essential job functions.
• Successful candidates with an out-of-state Professional Engineer license must obtain a valid Pennsylvania Professional Engineer license within their initial six-month probationary period.

Responsibilities

• Direct staff, oversee engineering tasks, and guide research activities for the Evaluations and Research Unit.
• Contribute technical expertise to modernization efforts and collaborative innovation groups.
• Manage evaluation projects, review specifications, and coordinate field work to assess experimental products and technologies.
• Collaborate with districts, bureaus, federal partners, and research organizations on project development and review.
• Develop reports, specifications, drawings, and guidance materials based on research findings.
• Participate in meetings, training, committees, and planning efforts to support continuous improvement.
