About The Position

The Department of Developmental Services (DDS) is searching for a dynamic Civil Engineer to take on a critical role overseeing various key responsibilities. Reporting directly to the Director of Capital Planning and Facilities Management, Incumbents of positions in this series prepare or review plans, designs, specifications, and cost estimates for engineering projects; prepare and/or review reports, studies and analytical data; perform calculations relating to engineering problems; perform engineering surveys; Inspect construction and/or maintenance work; and perform related work as required. The basic purpose of this work is to perform professional engineering duties in such areas as highways, bridges, buildings and facilities all in accordance with sound engineering principles, applicable laws, regulations, and standards.

Requirements

  • Knowledge of the principles, practices, and techniques of supervision.
  • Ability to determine proper format and procedure for assembling items of information.
  • Knowledge of the principles and practices of civil engineering.
  • Knowledge of the terminology and standard abbreviations used in civil engineering.
  • Knowledge of the principles of hydraulics as applied to surface drainage, pipes, and culverts.
  • Knowledge of the engineering properties of soils including the compressibility and, shear strength of soils.
  • Knowledge of the methods of soil testing Including son classification tests, triaxial strength tests, etc.
  • Knowledge of the properties and characteristics of concrete and asphalt.
  • Knowledge of the mechanical properties of fluids including statics, continuity and momentum in conduits under pressure and in pipe systems.
  • Knowledge of the mechanical properties of fluids including critical flow, momentum and flow resistance in open channels.
  • Knowledge of the theory and practice of plane surveying.
  • Knowledge of the types and uses of equipment used in plane surveying.
  • Knowledge of the types and uses of equipment and materials used in building, bridge, highway, road,street or tunnel construction.
  • Knowledge of mathematical formulae used to compute volumes and areas.
  • Knowledge of elementary algebra, trigonometry, plane and solid geometry.
  • Knowledge of integral and differential calculus and of the methods used in the preparation of charts, graphs, and tables.
  • Knowledge of the standard procedures for taking field notes in connection with plane surveying.
  • Knowledge of the methods of general and technical report writing.
  • Skill in the use of plane surveying equipment and instruments such as rods, transits, plumb bobs, tapes, stakes, and levels.
  • Ability to analyze and determine the applicability of civil engineering data, to draw conclusions and make appropriate recommendations.
  • Ability to read and interpret documents such as plans, specifications, blueprints, and drawings.
  • Ability to understand, apply and explain the laws, rules, regulations, procedures, specifications and guidelines governing assigned unit activities.
  • Ability to understand and apply the laws, rules and regulations concerning the environment in connection with the construction and maintenance of highways, bridges, buildings, etc.
  • Ability to perform mathematical calculations using formulae to solve civil engineering problems.
  • Ability to prepare technical and general reports and maintain accurate records.
  • Ability to prepare and use charts, graphs, and tables
  • Ability to write concisely, express thoughts clearly and to develop ideas in a logical sequence.
  • Ability to work accurately with numbers, codes and/or symbols.
  • Ability to give written and oral instructions in a precise, understandable manner.
  • Ability to assemble Items of Information In accordance with established procedures.

  • Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates' training needs and providing or arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action.

Responsibilities

  • Prepare and/or review plans, specifications, and cost estimates for engineering projects such as multi-lane projects in a suburban or urban setting or multi-span bridges of unique design.
  • Direct and monitor the planning, design, and technical review of buildings projects.
  • Review the work performed by contractors in the construction, maintenance or site development for large buildings or building-related projects.
  • Act as district survey supervisor by directing all survey work In an area of the state.
  • Act as district traffic engineer by supervising the design of traffic signal and highway lighting systems, and Investigate and advise cities and towns on traffic control problems.
  • Assist the district projects engineer by directing the design of area projects.
  • Assist the layout engineer by supervising the preparation of state highway layouts.
  • Assist the district construction engineer by advising resident engineers on interpretation of plans and specifications.
  • Act as resident engineer on construction projects such as Interstate or multi-lane highways In urban or suburban areas, Including difficult traffic, utility or environmental conditions.
  • Deliver expert testimony at court proceedings
