About The Position

The City of Greeley is hiring a Civil Engineer II or Civil Engineer III professional to help plan, design, and deliver the transportation and infrastructure improvements our growing community needs. You’ll work on projects that go beyond plans and specifications—improving safety, mobility, connectivity, and long-term infrastructure performance for the people who live, work, and travel throughout Greeley. This position plays a key role in planning, designing, reviewing, constructing, operating, and maintaining transportation infrastructure and capital improvement projects (CIP) within the Public Works & Transportation Department. Successful candidates will contribute to transportation planning, development review, traffic engineering, asset management, and project delivery while working collaboratively with City staff, consultants, contractors, developers, regulatory agencies, and the public.

Requirements

  • Bachelor's degree in Civil Engineering or a closely related engineering field (Civil Engineer II & III)
  • Minimum three (3) years of professional civil engineering experience (Civil Engineer II)
  • Engineer-in-Training (EIT) certification required (Civil Engineer II)
  • Ability to obtain Professional Engineer (PE) licensure in the State of Colorado within one (1) year of hire (Civil Engineer II)
  • Minimum five (5) years of progressively responsible engineering experience, including municipal infrastructure, transportation, development review, or public works projects (Civil Engineer III)
  • Licensed Professional Civil Engineer in the State of Colorado (Civil Engineer III)
  • Possession of a valid driver’s license
  • Ability to manage engineering contracts and capital improvement projects, including developing project approaches, preparing RFPs, selecting consultants, administering contracts, and overseeing design and construction activities.
  • Strong knowledge of civil engineering principles, practices, and procedures.
  • Ability to perform technical research, develop project scopes, evaluate alternatives, identify discrepancies, and apply engineering standards to complex projects.
  • Effective verbal and written communication skills with the ability to present technical information, obtain approvals, address concerns, and coordinate with City departments, consultants, contractors, property owners, and regulatory agencies.
  • Ability to analyze complex issues, exercise professional judgment, adapt to changing priorities, and make sound decisions based on engineering principles, policies, standards, and available resources.
  • Experience managing contracts, project budgets, consultant services, change orders, contractor payments, and capital improvement program funding.
  • Ability to lead projects, direct consultants, oversee construction activities, and coordinate with multidisciplinary teams to achieve project objectives.
  • Working knowledge of engineering standards, transportation and public works practices, permitting requirements, and applicable local, state, and federal regulations.

Nice To Haves

  • Master's degree in Civil Engineering, Transportation Engineering, or related field.
  • Six (6) or more years of engineering experience in transportation, public works, municipal engineering, or infrastructure delivery.
  • Experience with development review, transportation impact studies, and traffic engineering.
  • Knowledge of federal, state, and local permitting requirements, including NEPA, the Clean Water Act, and CDPHE regulations.
  • Proficiency with ArcGIS Pro, AutoCAD Civil 3D, traffic analysis software, and engineering design applications.

  • Identify and escalate high-risk, complex, or non-standard permits to appropriate engineering leadership (All Levels)
  • Utilize traffic modeling, crash data, asset management information, and analytical tools to evaluate transportation system performance (All Levels)
  • Coordinate with City departments, developers, consultants, utility providers, and regulatory agencies throughout project development and review processes (All Levels)
  • Support data-driven signal optimization, corridor retiming, adaptive signal operations, and traffic-responsive timing strategies (All Levels)
  • Monitor traffic operations and evaluate system performance using field observations and transportation data (All Levels)
  • Coordinate with Traffic Engineering staff, signal operations personnel, contractors, and partner agencies during incidents, special events, and operational activities (All Levels)
  • Conduct field reviews of roadway conditions, traffic control devices, pavement markings, crosswalks, and signal infrastructure (All Levels)
  • Support proactive safety improvements, technology implementation, grant opportunities, and transportation system modernization efforts (All Levels)
  • Assist with interagency coordination and funding discussions to improve mobility, reliability, and safety (All Levels)
