About The Position

Stocks General Contractors is seeking an experienced Operations Manager to lead day-to-day operations and oversee the delivery of active civil construction projects. This role is ideal for a strong construction leader who can manage project delivery, client communication, field coordination, change orders, pay applications, job cost tracking, and closeout while helping build the operational structure needed for company growth. The ideal candidate is highly organized, accountable, proactive, and comfortable owning results from contract award through final closeout. This is not a maintenance role. This is a growth role. The right person will help Stocks General Contractors scale from approximately $6M in revenue toward $12M-$20M while creating capacity for ownership to focus on business development and long-term growth.

Requirements

  • 10+ years of civil construction experience with direct project management or operations responsibility
  • Deep knowledge of underground utilities, site concrete, earthwork, and general site work
  • Experience managing multiple concurrent projects from setup through closeout
  • Ability to read, understand, and apply contracts, not just drawings
  • Proven change order identification, documentation, submission, and recovery experience
  • Experience preparing and submitting monthly pay applications
  • Strong understanding of job cost tracking, budget management, production rates, and project forecasting
  • Strong written and verbal communication skills
  • Ability to manage client expectations and hold difficult project conversations professionally
  • Technology proficiency, including email, Microsoft Office or Google Workspace, spreadsheets, project management software, and scheduling tools
  • Valid driver's license with a clean driving record

Nice To Haves

  • Experience working with municipalities, VDOT, utilities authorities, public owners, or similar clients
  • Familiarity with DBE, MBE, SWAM, SBE, or federal contracting environments
  • HCSS Heavy Bid or similar estimating software experience
  • OSHA 30 certification
  • Virginia construction market experience
  • Experience managing or mentoring field supervisors
  • Experience working for a general contractor in the $5M-$30M revenue range

Responsibilities

  • Manage projects from contract award through final closeout
  • Review contracts, scopes, schedules, milestones, notice requirements, and risk items
  • Set up projects, including scope documents, budgets, schedules, permits, and internal handoff to field leadership
  • Serve as the primary operational point of contact for client project managers, construction managers, and owner's representatives
  • Prepare, submit, track, and follow up on RFIs, submittals, shop drawings, change orders, and pay applications
  • Identify changed conditions and out-of-scope work early and pursue proper change order recovery
  • Coordinate with the General Superintendent on crew scheduling, equipment allocation, subcontractors, and daily field priorities
  • Review daily field reports and respond to field escalations, production issues, weather delays, utility conflicts, and safety concerns
  • Track job costs, production performance, budget variances, change order pipeline, AR status, and upcoming pay applications
  • Provide ownership with clear weekly project status updates and operational reporting
  • Manage project closeout, including punch lists, as-builts, retainage release, and final documentation
