About The Position

The Civil Construction Manager is responsible for project management, construction contract administration, engineering support, and oversight of construction inspection activities for assigned civil infrastructure projects. This position serves as a Louisiana Licensed Resident Construction Engineer on projects for the Louisiana Department of Transportation and Development (DOTD) and local government agencies, ensuring that construction activities comply with approved plans, specifications, contract requirements, and applicable standards. The Civil Construction Manager coordinates with clients, contractors, subcontractors, utility companies, inspectors, testing laboratories, and other project stakeholders to successfully deliver projects on schedule, within budget, and in accordance with established quality and safety requirements.

Requirements

  • Bachelor's degree in Civil Engineering or a related engineering discipline from an accredited university.
  • Minimum of 4–6 years of progressive engineering and construction experience.
  • Louisiana Professional Engineer (P.E.) license required.
  • National Highway Institute (NHI) – Introduction to Safety Inspection of In-Service Bridges.
  • Work Zone Traffic Control Technician certification.
  • Flagger certification.
  • Supervisor Construction Management Association of America (CMAA) certification/training, as applicable.
  • FHWA-NHI-130055 – Managing Highway Contract Claims: Analysis & Avoidance.
  • Safety Inspection of In-Service Bridges training/certification.
  • Apply engineering principles and concepts to real-world construction and infrastructure projects.
  • Analyze and solve practical engineering and construction problems where limited standardization exists.
  • Read and interpret engineering drawings, blueprints, specifications, maps, contracts, and construction documents.
  • Understand construction means, methods, materials, quality control, and contract administration practices.
  • Maintain accurate project records, including as-built documentation, punch lists, time and material reports, inspection records, and pay quantities.
  • Perform computer-based data entry, documentation, reporting, and project correspondence.
  • Remain calm and professional when working under pressure or in challenging project situations.
  • Communicate effectively with clients, contractors, employees, government representatives, and members of the public.
  • Present technical information clearly and respond effectively to questions and concerns.
  • Use engineering and project management software, including: AutoCAD, HEC-RAS, Microsoft Excel, Microsoft Project, Specs Intact.

Nice To Haves

  • Experience with civil infrastructure projects, construction administration, and contractor coordination is strongly preferred.
  • Experience working with DOTD and/or local government agencies is preferred.

Responsibilities

  • Manage assigned civil engineering and construction projects from design through construction and closeout.
  • Attend project meetings, prepare agendas, document meeting minutes, and communicate project requirements and action items.
  • Prepare engineering plans, specifications, bid documents, and other project deliverables based on the approved scope of work.
  • Maintain complete and accurate project documentation throughout the project lifecycle.
  • Coordinate project activities with clients, contractors, subcontractors, utility companies, regulatory agencies, and other stakeholders.
  • Prepare bid packages and assist with bidding and procurement activities.
  • Review shop drawings, submittts, and requests for information (RFIs), providing timely engineering responses.
  • Conduct construction site visits to monitor progress, quality, compliance, and project requirements.
  • Prepare and review technical specifications.
  • Review schedules of values and verify work quantities for payment.
  • Maintain accurate as-built documentation, punch lists, time and material reports, and other required project records.
  • Serve as the Louisiana Licensed Resident Construction Engineer for assigned projects, as applicable.
  • Administer construction contracts and monitor contractor compliance with plans, specifications, contract documents, and applicable DOTD and local agency requirements.
  • Prepare plan revisions, contract modifications, and change orders, including documentation explaining the engineering necessity for changes to contract quantities or time.
  • Conduct construction progress and coordination meetings and prepare agendas, minutes, and supporting documentation.
  • Perform Construction Quality Acceptance Manager responsibilities on Design-Build projects, as assigned.
  • Monitor Quality Assurance sampling and testing of construction materials and ensure required testing and documentation are completed.
  • Supervise bridge inspections and prepare bridge rating reports.
  • Prepare and review monthly pay estimates based on verified and acceptable work quantities.
  • Prepare written correspondence to contractors regarding the intent of plans, specifications, contract requirements, and construction policies.
  • Evaluate contractor claims, disputes, and potential conflicts and prepare appropriate engineering and contractual responses.
  • Monitor project schedules, costs, quality, and overall progress and identify potential issues before they impact project delivery.
  • Assist with project closeout, final documentation, punch-list completion, and acceptance activities.
  • Supervise and provide direction to CAD drafters, construction inspectors, engineering interns, and testing laboratories.
  • Lead employees and project teams in meeting expectations for productivity, quality, safety, and overall project performance.
  • Provide constructive feedback, coaching, and counseling to improve employee efficiency and effectiveness.
