About The Position

The City of Englewood established the Management Fellow position as part of the city’s commitment to the professional growth of emerging local government professionals. Reporting to the Deputy City Manager, as well as to department directors while on special assignments, the Management Fellow is a two year, limited-term, full-time benefited position. It allows emerging local government professionals to gain experience in municipal government by working on special projects in the City Manager’s Office and leading projects in at least one other city department. The Management Fellow will oversee assigned projects matched to the Management Fellow’s interests and skill sets, and conduct research, analytical work, presentations, and stakeholder engagement.

Requirements

  • Bachelor’s degree from an accredited four-year college or university in a field such as political science, public administration, or public policy required.
  • Valid Colorado driver’s license and a clear or acceptable MVR.
  • Advanced knowledge of Microsoft Office Suite.
  • Advanced knowledge of stakeholder engagement strategies.
  • Advanced knowledge of public speaking principles and best practices.
  • Advanced knowledge of public policy research strategies.
  • Advanced knowledge of principles, methods, and practices of public administration.
  • Advanced knowledge of production of written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
  • Strong computer skills needed to prepare and manipulate spreadsheets, perform quantity and cost calculations, prepare written reports, and input data.
  • Strong communication skills needed to interact with consultants, contractors, and other City staff, and to direct employees. Strong written skills needed to write reports and documents for various projects including Council communications and technical memoranda.
  • Strong analytical skills needed to evaluate complex problems and propose alternatives and solutions.
  • Advanced project management skills needed to coordinate a plan from conception to completion and to schedule and track progress including scheduling of personnel & resources.
  • Strong general management skills needed to independently coordinate and manage assigned projects.
  • Forward Thinking – Seeks to define “best practices” for continued growth and effectiveness; helps develops short and long-range planning projects, strategies, priorities, goals, and objectives. Assists in identifying and implementing business process and technology improvements.

Nice To Haves

  • Master’s degree in political science, public administration, or public policy strongly preferred.
  • Working knowledge of municipal budgeting processes.
  • Working knowledge of process improvement strategies, such as Lean Six Sigma or Agile.
  • Working knowledge of sustainability concepts.
  • Working knowledge of performance management strategies including the development of performance metrics.

Responsibilities

  • Conduct analysis and research, including assisting in analyzing policies, procedures, and city code, researching the impact of pending state and federal legislation and regulations on the City of Englewood, conducting detailed research projects to assist in the development of new initiatives and policies and the refinement of existing initiatives and policies, and assisting City departments in launching surveys and collecting and analyzing survey data.
  • Manage assigned special projects, including developing and implementing strategies to engage various internal and external stakeholders, developing project charters, working cooperatively with other city employees, elected officials, vendors, other governmental entities, and the general public, and assisting in the coordination of cross-departmental projects.
  • Develop and implement process improvement projects, including assisting departments with identifying areas for process improvement, working with departments on mapping out processes to look for waste and areas for improvement, partnering with departments to engineer improvements to existing processes, and tracking progress in implementing process improvements.
  • Conducts presentations on research and projects to the leadership team, City Council, and boards and commissions.
  • Assists in the development and implementation of City-wide performance tracking strategies, including providing coaching and technical assistance to City departments, assisting in maintaining the City-wide performance dashboard, proposing ideas for new performance metrics, and assisting in the tracking of the City’s strategic plan.
  • Participate in city processes, including attending meetings of the City’s Leadership team, assisting the City Manager’s Office and the City’s Finance Department in the planning and implementation of the development of the city’s budget, and assisting the City Clerk’s Office in the development and implementation of a Youth Advisory Board.
  • Performs other duties as assigned and required.
