About The Position

The City of Loveland is seeking a City Engineer to provide strategic leadership and oversight for complex public infrastructure, development review, and capital improvement initiatives. This role involves project initiation, procurement, contracting, consultant and contractor management, and project delivery, ensuring compliance with all relevant requirements and advancing projects that align with community objectives and industry best practices. The City Engineer will administer multiple operating and capital budgets, utilizing various funding sources, and ensure responsible financial stewardship. This position requires delivering innovative, customer-focused solutions through sound professional judgment, collaboration, and effective communication, representing the City at local, regional, state, and national levels. Additionally, the role involves people-centered leadership and operational direction throughout the employee lifecycle, fostering collaboration and supporting continuous improvement.

Requirements

  • Bachelor's Degree or higher in Engineering or a related field.
  • 8 years extensive engineering experience with a strong background in engineering and urban infrastructure, including urban design, transportation planning, street and intersection design and construction, traffic engineering, drainage systems, floodplain considerations, and integrated stormwater management solutions.
  • 8 years' experience supervising work groups that are diverse in job skills, training, and duties.
  • 8 years' experience developing, monitoring, and regulating multiple budgets and projects.
  • 8 years' experience exercising discretionary judgment between "intent" and "rules" to make decisions.
  • Must possess a valid driver's license.
  • Professional Engineer License registered in Colorado or must become registered in Colorado within (six) 6 months of hire date.
  • Knowledge of civil engineering principles and practices related to regional planning, transportation planning and design, and traffic operations.
  • Understanding of municipal government operations and the interrelationships among departments, regional agencies, and partner jurisdictions.
  • Knowledge of business and organizational management practices, including budgeting, revenue and expenditure oversight, cost tracking, goal setting, delegation, and performance evaluation.
  • Lead with a people-focused approach that fosters trust, accountability, professional development, and a positive one-city culture.
  • Build and sustain strong cross-departmental and interagency partnerships to advance shared transportation and infrastructure goals.
  • Develop and implement long-range planning efforts, including master plans, capital improvement programs, and sustainable funding strategies.
  • Think strategically and solve complex problems independently and creatively while working under pressure and meeting deadlines.
  • Strong organizational skills with the ability to manage multiple priorities and maintain confidentiality when required.
  • Exceptional oral and written communication skills, including the ability to translate technical information for diverse audiences and build consensus among stakeholders.
  • Clearly articulate vision, provide direction, and align teams and partners around shared objectives.

Responsibilities

  • Provide strategic leadership and oversight for complex public infrastructure, development review, and capital improvement initiatives, including project initiation, procurement, contracting, consultant and contractor management, and project delivery.
  • Ensure compliance with City, state, and federal requirements while advancing projects and programs that align with community objectives, industry best practices, and long-term operational needs.
  • Administer multiple operating and capital budgets utilizing a variety of funding sources, including grants, Capital Expansion Fees (CEF), General Fund, Utility Funds, and Street Maintenance Fees.
  • Ensure responsible financial stewardship, regulatory compliance, and transparent reporting while balancing competing priorities and organizational objectives.
  • Deliver innovative, customer-focused solutions through sound professional judgment, collaboration, and effective communication.
  • Represent the City at the local, regional, state, and national levels, and communicate clearly through presentations, written materials, and stakeholder engagement related to projects, policies, programs, and funding strategies.
  • Provide people-centered One-City leadership and operational direction through all aspects of the employee lifecycle, including recruiting, hiring, training, development, performance management, accountability, workplace issue resolution, and employee engagement.
  • Foster collaboration across the organization and external partners while supporting continuous improvement, service excellence, and solution-oriented decision-making.
  • Provide leadership to department staff members.
  • Collaborative member of the departments leadership team and assist in setting strategic direction and organizational priorities.
  • Performs other duties as assigned.
