About The Position

This is a senior-level, professional staff, full-time position within the Public Works Department. The Assistant City Engineer manages, plans, and directs engineering and maintenance activities and personnel pertaining to the efficient and uninterrupted operation of the City’s public infrastructure systems. This position performs complex professional civil engineering work related to the design, inspection, construction, maintenance, and administration of public infrastructure, Capital Improvement Program (CIP) projects, and private development projects. Work involves ensuring compliance with approved plans and specifications, City codes, and local, state, and federal regulations. The position is responsible for managing engineering staff, consultants, contractors, and development review activities while supporting the City Engineer and Director of Public Works in accomplishing departmental and organizational goals.

Requirements

  • Bachelor’s degree in Civil Engineering, Environmental Engineering, or a closely related field from an accredited college or university.
  • A minimum of five (5) years of progressively responsible municipal engineering experience.
  • At least two (2) years in a supervisory role.
  • Possession of a valid Texas Professional Engineer (P.E.) License is required.

Nice To Haves

  • Possession of a valid certification or the ability to obtain the same within two (2) years including not limited to: Professional Traffic Operations Engineer (PTOE), Certified Floodplain Manager (CFM), American Institute of Certified Planners (AICP), Project Management Professional (PMP).

Responsibilities

  • Directs, supervises, and reviews the work of engineering staff to accomplish operational plans and objectives.
  • Plans and oversees engineering workflow, assigns projects and deadlines, and monitors staff productivity and performance.
  • Reviews development projects for compliance with applicable City Codes, engineering standards, and regulatory requirements.
  • Coordinates and administers engineering development review processes including plats, permits, right-of-way documents, and easements.
  • Conducts engineering and feasibility studies related to City infrastructure improvements and maintenance projects.
  • Develops plans, specifications, cost estimates, bid documents, and contract documents for infrastructure and capital projects.
  • Coordinates bid advertisements, evaluates bids, conducts pre-bid and pre-construction meetings, and prepares agenda items for contract awards.
  • Manages consultants, contractors, and construction activities to ensure compliance with plans, specifications, schedules, and budgets.
  • Inspects or oversees inspections of public and private infrastructure improvements for compliance with City standards and regulations.
  • Reviews plans and specifications prepared by consulting engineers and architects for accuracy, completeness, and engineering compliance.
  • Prepares and delivers reports, presentations, and agenda items for City Council, boards, commissions, and executive management.
  • Develops and implements stormwater management and drainage programs, including compliance with MS4, NPDES, NFIP, and CRS requirements.
  • Provides engineering assistance and technical guidance regarding transportation systems, streets, drainage, traffic operations, utilities, and public facilities.
  • Conducts field reviews and evaluations of traffic signal systems, drainage systems, and roadway infrastructure and recommends corrective actions.
  • Responds to resident concerns, public inquiries, and complaints related to engineering and infrastructure matters.
  • Maintains project documentation, prepares correspondence, and coordinates with governmental agencies, consultants, contractors, and utility providers.
  • Monitors engineering regulations, standards, and best practices and recommends operational and procedural improvements.
  • Serves as part of the Emergency Management Team and participates in emergency response and recovery operations.
  • Performs the duties of the City Engineer in their absence.
  • Performs other related duties as assigned and remains subject to 24-hour recall.
