About The Position

The City Clerk is a Charter-appointed officer of the City of La Marque and a member of the City's leadership team. The City Clerk serves as the official custodian of City records and provides professional, impartial support to the Mayor and City Council while coordinating day-to-day administrative matters through the City Manager. The position is responsible for statutory and Charter-mandated functions involving legislative administration, public meetings, municipal elections, records management, public information, official documents, and transparency.

Requirements

  • Bachelor’s degree from an accredited college or university in Public Administration, Business Administration, Political Science, Criminal Justice, Records/Information Management, or a related field.
  • Five (5) years of progressively responsible professional experience in municipal government, public administration, compliance, governance, records management, legal administration, elections, or a closely related field.
  • Valid Texas Driver License, or ability to obtain one within the timeframe established by the City.
  • Texas Notary Public commission, or ability to obtain commission within six (6) months of appointment.
  • Working knowledge of municipal government operations, City Charter provisions, ordinances, resolutions, and applicable state laws.
  • Knowledge of the Texas Open Meetings Act, Texas Public Information Act, records retention requirements, and municipal election administration.
  • Knowledge of records management principles and practices.
  • Ability to interpret statutes, policies, ordinances, resolutions, and administrative requirements and translate them into practical procedures.
  • Strong organizational and project-management skills with the ability to manage multiple statutory deadlines simultaneously.
  • Demonstrated ability to develop, document, implement, and improve administrative processes and internal controls.
  • Ability to establish effective working relationships with elected officials, executive leadership, employees, outside agencies, and members of the public.
  • Excellent written and verbal communication skills.
  • Ability to exercise sound judgment, discretion, political neutrality, confidentiality, and professionalism in sensitive or high-profile matters.
  • Ability to work independently while maintaining appropriate communication and coordination with City leadership.
  • Strong attention to detail and commitment to accuracy, transparency, accountability, and public service.

Nice To Haves

  • Direct experience as a City Clerk/Secretary, Deputy or Assistant City Clerk/Secretary, or in a comparable municipal administrative role is preferred.
  • Supervisory, leadership, project-management, or process-improvement experience is preferred.
  • An equivalent combination of education, training, and relevant professional experience that demonstrates the required knowledge, skills, and abilities may be considered.
  • Texas Registered Municipal Clerk (TRMC) certification preferred at appointment; if not currently certified, must demonstrate a commitment to pursuing and obtaining certification within the timeframe established by the City.

Responsibilities

  • Develops implements and monitors all public services provided by the Office of City Clerk.
  • Develops procedures to ensure that a repository for official City records is maintained in accordance with all legal requirements, i.e., creation, distribution, organizational, maintenance, use, and disposition.
  • Trains all departments in records management policies and procedures.
  • Accountable for all legal and proper notifications of City Council, Boards and Commission meetings, departmental and special committee meetings, all public notices, ordinances, and elections.
  • Attends City Council meetings, coordinates, and schedules agenda preparation and presentation to Council.
  • Provides information and assistance to City Council, employees and the public concerning interpretation of City Charter Ordinances and Resolutions.
  • Conducts all City elections, as required, in accordance with Texas Election Codes and City Charter.
  • Conducts city elections by staying informed on applicable laws, preparing all legal notices and required documentation for elections.
  • Prepares and reviews documents to be disseminated to the Mayor and Council; Responsible for special projects as assigned such as serving on various boards, contract negotiation and drafting proposed legislation.
  • Responds to inquiries from the public, officials, staff, and outside agencies.
  • Prepares, reviews, and maintains City codes, ordinances, resolutions, contracts, leases, and other legal documents.
  • Complies with the Public Information Act and coordinates public disclosure requests and, Maintains all city historical files.
  • Manages certain citywide service contracts in coordination with Finance Department.
  • All other duties as assigned.
