About The Position

Under the general direction of the City Clerk and under the supervision of the Deputy City Clerk, the City Clerk Analyst is responsible for a variety of high-level administrative and technical duties in support of the City Clerk’s office.

Requirements

  • Bachelor's Degree in Public Administration, Business or related field
  • At least two (2) years progressively responsible public administration, public policy, legal, or paralegal experience in a medium to large sized municipality
  • Basic parliamentary procedure, the Open Meetings Law, and the Colorado Open Records Act
  • Local, state and federal regulations affecting open meetings
  • Public records, disclosure regulations and legal terminology
  • Operating a variety of standard office equipment
  • Transcribing recorded information accurately and typing at 60 w.p.m. net
  • Strong interpersonal skills
  • The use of personal computers with related software applications—including word processing and spreadsheet applications
  • Establish and maintain effective working relationships with senior management, employees, citizens, and elected officials
  • Handle sensitive situations with tact and diplomacy
  • Communicate effectively both orally and in writing
  • Establish and fulfill goals and objectives
  • Notary Public Certification (or the ability to obtain within 6 months of hire)
  • Colorado Driver’s License with a good driving record

Responsibilities

  • Coordinate with department staff to advertise for board and commission member vacancies and respond to public inquiries regarding the position and application process
  • Assist department staff with on-boarding of appointed members to include the organization of training programs for staff and the appointed members
  • Collaborate with department staff to develop and maintain current and accurate records of appointments, terms, bylaws, etc. and make information available to the public to ensure transparency
  • Perform an accurate recording of the proceedings and preparation of minutes using proper legislative terminology, recording, indexing, and filing for the public record
  • Facilitates community outreach and engagement efforts to promote City Boards and Commissions, educate the public on volunteer opportunities, and recruit qualified applicants for vacancies
  • Review a variety of reports and documentation submitted for elections and lobbyist registration to ensure compliance with the City Code, City Charter, and all relevant state statutes
  • Provides administrative and operational support during City Council meetings, as needed, to ensure meetings run smoothly and efficiently
  • Provide exceptional customer service when responding to inquiries and requests made by the public and city staff
  • Serve as liaison between software providers and department staff; corresponding regularly with the providers and staff to stay well-informed of updates, test modules, and assist in resolving issues
  • Train staff and members of the public in the use of online modules as needed
  • Develop and assist in the implementation of processes and procedures that follow the statutory guidelines for conducting public meetings
  • In a manner consistent with the Open Meetings Law; ensure agendas, minutes, and public notices are distributed and posted for all meetings, public hearings, and potential quorums
  • Prepare, review, and process a variety of departmental documents and reports
  • Develop and maintain filing and record keeping systems for a variety of correspondence and records; routes or answers correspondence not requiring the city clerk’s attention
  • Process accounts payable transactions that are on occasion complex in nature, and monitor budget expenditures
  • Perform other related duties as assigned
