About The Position

The City Architect – Capital Improvements & Design serves as the City’s lead advisor on architectural design and capital project delivery, providing oversight of City-led capital improvement projects while contributing to the quality and character of development citywide. This position leads the design, scope development, procurement, and implementation of public capital projects, ensuring that City investments reflect high-quality, functional, and context-sensitive design. In addition, the City Architect participates in the review of private development projects to provide architectural and site design input that enhances the overall built environment. The role is intended to elevate design outcomes across both public and private projects without establishing regulatory authority or design standards, instead focusing on collaboration, guidance, and practical implementation.

Requirements

  • Bachelor’s degree in Architecture, Construction Management, or a related field
  • Minimum of seven (7) years of progressively responsible experience in architectural design, project management, or capital project delivery

Nice To Haves

  • Registered Architect (RA), Project Management Professional (PMP), Construction Contract Administration (CCA) Certification
  • Experience managing municipal or public sector capital improvement projects
  • Experience participating in development review or design coordination processes
  • Strong background in design management, scope development, and procurement
  • Knowledge of Florida building codes, permitting processes, and development review procedures

Responsibilities

  • Lead the design, and execution of assigned capital improvement projects from concept through construction and closeout
  • Develop project scope, program requirements, and design intent in coordination with internal stakeholders
  • Oversee architectural and engineering consultants to ensure design quality, constructability, and alignment with City objectives
  • Ensure consistency between project scope, budget, and schedule throughout all phases
  • Integrate design considerations with operational functionality and long-term maintenance needs
  • Develop scopes of work for architectural, engineering, and construction services
  • Lead or support the preparation of Requests for Proposals (RFPs), Invitations to Bid (ITBs), and related procurement documents
  • Coordinate consultant and contractor selection processes in accordance with City procurement policies
  • Manage bidding processes, including pre-bid meetings, addenda, and proposal evaluations
  • Provide recommendations on consultant and contractor selection
  • Provide architectural and site design input on select private development projects during internal review processes
  • Collaborate with Planning & Zoning, Engineering, and Building staff to support cohesive and context-sensitive project outcomes
  • Participate in pre-application meetings and internal development review discussions as needed
  • Support the City’s broader vision for quality design through collaboration and professional expertise rather than formal regulation
  • Participate as part of the Development Review Team
  • Provide advisory comments on architectural design, site planning, and project integration
  • Coordinate with applicants, design professionals, and staff to resolve design-related issues early in the process
  • Assist in identifying opportunities to enhance project outcomes while maintaining feasibility and efficiency
  • Oversee construction activities for assigned projects, including site visits and progress meetings
  • Review pay applications, change orders, and RFIs
  • Ensure adherence to design intent and project specifications
  • Facilitate project closeout, including punch lists and final documentation
  • Serve as a key point of contact for architectural and design-related matters within the City
  • Coordinate across departments to align capital projects with City priorities and community expectations
  • Present project updates and design concepts to senior leadership and City Commission as needed
  • Engage with stakeholders and the public on design-related aspects of capital projects
  • Serve as a lead on complex or high-visibility capital projects
  • Provide guidance and mentorship to project management staff as the division grows
  • Contribute to the evolution of the City’s approach to design and capital project delivery through collaboration and continuous improvement
