About The Position

This is a project position funded through 6/30/2028. We are seeking an expert analyst and strategist for the Washington Community Information Exchange (WA CIE) to deliver on our mission to build purposeful connections across health and social services through trusted information sharing that enables comprehensive, inclusive care coordination. In this role, you will build connections between policy, business operations, and technical implementation. You will serve as a trusted advisor to division leadership and stakeholders across HCA divisions, the HHS Coalition, third-party vendors, and community members to drive this unprecedented initiative forward. All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes. The Enterprise Technology Services (ETS) division is responsible for management and operation of the Agency’s Enterprise Data program, data governance support, and information management functions. This position will work with internal and external partners and stakeholders to establish business and technical requirements for implementation of WA CIE. This expert role will report to the CIE Program Manager while working closely with internal teams, external partners, third party vendors and community members. The roles and responsibilities of this position are integral to the achievement of HCA’s strategic vision, particularly the goal of ensuring equitable access to integrated, whole-person care. This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location.

Requirements

• Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field. Five (5) years of experience conducting research, and analyzing systems, policies, laws, rules, or regulations.
• Nine (9) years of experience conducting research, and analyzing systems, policies, laws, rules, or regulations.
• The ability to take action to learn and grow.
• The ability to take action to meet the needs of others.
• Excellent written and oral communication skills for a variety of audiences including executive levels.
• Mastery of computer skills and applications including Microsoft Word, Excel, PowerPoint, and the ability to learn new software to meet business needs.

Nice To Haves

• At least four years’ experience with: Stakeholder identification and management, including vendor partners.
• Facilitating information gathering sessions with multiple stakeholders.
• Development of functional and business requirements.
• Public or private health care and/or community health delivery systems.
• Knowledge of: Health care organizations and social service/community organizations.
• Principles and practices of program planning and measure development.
• CIE vendor organizations and market.
• Ability to: Provide outstanding customer service to stakeholder community partners, technical staff, and internal state customers; ability to resolve issues in a timely and professional manner.
• Ability to manage initiative timelines, communicate status and maintain documentation.
• Perform in a fast-paced, deadline-oriented environment and across organization boundaries.
• Create and propose solutions and governance protocols in the absence of established models or processes.

Responsibilities

• Take the vision of the legislature and executive management and collaborate with agency leadership to ensure the project is set up for success.
• Serve as the CIE program representative on projects and work streams contributing expert advice, research, and analysis to complex, unprecedented key business elements of CIE; present findings and recommendations to HCA executives
• Direct and guide key stakeholders, interest groups, and other public and private entities in the development of complex analysis and research of precedent-setting business operational aspects of CIE.
• Independently produce analyses and reports on highly complex features of CIE and prepare recommendations of the potential ability to link these CIE systems into an initial, highly innovative statewide CIE strategy. This will necessitate working with groups that have diverse interests and conflicting perspectives.
• Develop strategies for CIE interoperability and CIE governance and prioritize critical CIE functions with input from key stakeholders.
• Develop recommendations for a strategic roadmap for successful CIE implementation that has impact on statewide partners to agency executives and participate in developing decisions, outcomes, and analyses.
