About The Position

Under the general direction of the Manager, Community Health Worker and School Health Branch at the Texas Department of State Health Services, performs highly advanced consultative services and technical assistance work to oversee the Training Systems and Program Support Team within the Promotores or Community Health Worker (CHW) Training and Certification Program (CHW Program). As Team Lead, the Program Specialist VI is responsible for interpreting statute, rules and agency policies and incorporating needed changes and adjustments into program policies and processes. Trains, leads, assigns, and prioritizes the work of team staff and serves as primary point of contact for internal and external partners seeking program information. Oversees planning, implementation, and evaluation of major program initiatives assigned to the team. Provides consultative services and technical assistance to program staff, governmental agencies, training organizations, or individuals interested in becoming certified as a CHW or CHW Instructor. Monitors and participates in legislative activities, including bill analysis, cost estimates and rulemaking. Coordinates meetings and activities with the CHW Program Statewide Partnership, community stakeholders, academic institutions and training programs, regional and local public health departments, other governmental agencies, and community-based organizations.

Requirements

  • Graduation from an accredited four-year college or university with a degree in or major course work in a relevant field such as education, public health, health promotion or health education.
  • Minimum of 4 years of experience in a field related to training community health workers or allied health professionals or a similar training and certification program.
  • Minimum of 2 years of experience overseeing program operations and evaluation and leading a professional team.
  • Knowledge of community health worker standards of practice, competencies and roles
  • Knowledge of public health principles and practice
  • Knowledge of multi-cultural issues pertaining to cultural competency
  • Knowledge and understanding of adult learning methods, curriculum development and training techniques
  • Knowledge of communication and social marketing theories and their application in project development, implementation and evaluation.

  • Skill in developing oral and written materials in English and Spanish targeting various audiences

Responsibilities

  • Serves as Team Lead for the Training Systems and Program Support Team within the CHW Program.
  • Serves as primary point of contact for agency and external programs seeking program information or collaboration.
  • Trains team staff on policies and procedures for logging, verifying and approving applications for certification as a CHW instructor or CHW training program.
  • Oversees processes for certifying initial CHW training curricula and continuing education curricula.
  • Leads team staff in planning and quality improvement efforts to improve application processing and reduce approval timelines.
  • Assigns, monitors and prioritizes the work of team staff to ensure CHW instructor or CHW training program application processing deadlines are met.
  • Oversees the performance of training, research, policy development and assessment activities required for efficient operation of the assigned program functions.
  • Responsible for responding to complaints specific to CHW Instructors or CHW training organizations.
  • May serve as interim Team Lead for the CHW Certification Team within the CHW Program in instances when a vacancy or other prolonged absence occurs in the CHW Certification Team Lead position.
  • Oversees planning, implementation, and evaluation of major program initiatives and special projects.
  • Implements changes to program policies and procedures to meet the needs and continually improve processes of the Training Systems and Program Support Team.
  • Oversees the collection, analysis, and preparation of materials in response to requests for program information, legislative inquiries, and media inquiries.
  • Assists with preparing annual program budget request and program spending plan.
  • Develops or oversees the development of team procedures, manuals, and standards; and monitors consistent implementation.
  • Monitors legislative activities related to assigned program operations, participates in bill analyses, cost estimates, rulemaking, and other required tasks to support legislative processes.
  • Interprets statutes, and rules related to the activities of the Training Systems and Program Support Team; and makes changes or adjustments to program procedures as needed to ensure compliance.
  • Oversees the analysis, implementation, and documentation of program policies governing certification of CHW instructors and training programs.
  • Serves as liaison and primary point of contact for the CHW Statewide Partnership.
  • Works with partnership members to support the meetings, workgroups, and activities of the partnership.
  • Coordinates the recruitment of new members and maintains partner participation and engagement.
  • Oversees presentations to professional groups to coordinate, improve, and stimulate interest in the advancement of the CHW workforce in Texas.
  • Consults with public and private agencies and academic institutions involved in training CHWs to foster collaboration, identify needs, resolve problems, and discuss program effectiveness.
  • Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations activation. Such participation may require an alternate shift pattern assignment and/or location.
