About The Position

The Prevention Services Division (PSD) is building a workforce reflective of the diverse communities it serves, striving to understand community needs and encouraging stakeholder contributions to solve public health problems. The Health Promotion and Chronic Disease Prevention (HPCDP) Branch within PSD focuses on reviewing, planning, designing, implementing, and evaluating public health interventions for chronic diseases and related risk factors to improve health-related quality of life for all Coloradans. This branch emphasizes evidence-based practices, data-driven decision-making, capacity building, partnerships, and program integration. The Chronic Disease Integration Unit specifically oversees the Cancer, Cardiovascular, and Pulmonary Disease (CCPD) Grant Program and the Chronic Disease Local Public Health Agency (LPHA) Grant Program, funded through Amendment 35 and Proposition EE tobacco funds. The unit's work addresses shared systemic causes of chronic diseases such as tobacco use, lack of access to nutritious foods, environments that do not support physical activity, social connectedness issues, and poverty.

Requirements

  • Eight (8) years of relevant experience in public health program management, strategic grant administration (including competitive RFA development and fiscal governance), personnel supervision, and evidence-based chronic disease prevention or health promotion initiatives.
  • OR A combination of related education (Public Health, Health Care Administration, Public Administration, Health Policy, Behavioral/Social Sciences, Nursing, or a related field) and relevant experience equal to eight (8) years.

  • Professional experience directly supervising staff, setting workload priorities, holding team members accountable for performance, and guiding a team through operational updates or changing priorities.
  • Experience managing relationships with diverse external partners (such as community-based organizations, non-profits, advisory committees, or government entities), with demonstrated success aligning differing partner priorities and resolving complex process bottlenecks or disagreements.

Responsibilities

  • Directs and leads the CCPD Grant Program and Chronic Disease LPHA Grant Program, managing a combined annual budget of approximately $11 million.
  • Provides formal unit supervision and direction to four FTE staff responsible for program implementation.
  • Ensures statutory and regulatory compliance for the grant programs.
  • Advances strategic departmental and programmatic goals by planning, managing, and refining all aspects of the grant programs, including the grant lifecycle, committee oversight, and coordination of resources with state and community partners.
  • Runs monthly CCPD review committee meetings.
  • Collaborates with the operations unit to implement the annual scope of work and budget negotiation process between the program and grantees.
  • Oversees and directs the Request for Applications (RFA) solicitation, review, and award process each funding cycle.
  • Meets regularly with the executive leadership of the CCPD review committee (Chair and Vice Chair) to craft monthly meeting agendas and discuss program management and implementation.
  • Leads a strategic planning process to improve alignment between current approaches, programs, and goals and the grant program's awards.
  • Monitors strategic factors and other critical considerations affecting awards and the program's direction.
  • Represents the department and division to partners in other State and local agencies on the public health approach to chronic disease prevention and management, and on how these efforts are affected by health policies and changes in the public health landscape.
  • Manages relationships with diverse external partners, aligning differing partner priorities and resolving complex process bottlenecks or disagreements.
