This position within the Office of Child Welfare plays a critical role in designing, implementing, and overseeing training systems that strengthen the capacity and effectiveness of Louisiana's Child Welfare workforce and related partners. Requirements

  • Seven years of experience in child welfare; OR Six years of full-time work experience in any field plus four years of experience in child welfare; OR A bachelor’s degree plus four years of experience in child welfare; OR An advanced degree in a social science or behavioral health field, nursing, or a juris doctorate plus three years of experience in child welfare.
  • Possession of a high school diploma or equivalent.
  • A current driver's license and access to a personal vehicle.
  • Must not have been convicted or pled nolo contendere to a crime listed in R.S. 15.587.1 (c).

Nice To Haves

  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Initiates statewide training needs assessments using surveys, focus groups, performance data, and workforce trends to determine immediate and long-range training and development priorities.
  • Integrates DCFS priorities into training design, including workforce staffing and continuous quality improvement.
  • Develops and delivers highly technical, advanced training for diverse audiences, including front-line child welfare staff, supervisors, caregivers, attorneys, and community partners.
  • Reviews, evaluates, and approves curricula and training materials created by staff or external vendors for accuracy, consistency, and policy alignment.
  • Drafts, manages, and monitors training-related budgets including staff training allocations, external contracts, instructional supplies, and technology resources.
  • Prepares reports and dashboards tracking training completion, effectiveness, outcomes, and alignment with organizational performance goals.
  • Supervises Training and Development Specialists and support staff across training modalities.
  • Performs other duties as assigned for the smooth operation of the Department.
