About The Position

The Connecticut Office of Early Childhood (OEC), Division of Licensing is responsible for the administration of the child care and youth camp licensing programs. The Division is dedicated to assuring that all programs operate at or above the standards established by the applicable statutes and regulations. This is accomplished by providing technical assistance, application processing, facility monitoring, and enforcement activities. The Child Care Licensing Supervisor oversees regulatory activities that support the health and safety of children in licensed child care programs. This supervisory position ensures that child care centers, group child care homes, and family child care homes operate in compliance with applicable laws, regulations, and policies. The Child Care Licensing Supervisor manages Licensing Specialists and other assigned staff, promoting consistent interpretation and application of regulations, policies, and procedures.

Requirements

  • Current State of CT employee of the agency listed above for at least six (6) months of full-time service or full-time equivalent service, absent any applicable collective bargaining language.
  • Eight (8) years of experience providing professional child care services with involvement in program development and operational policy.
  • Two (2) years of the General Experience must have been in a supervisory or consultative capacity providing professional advice and/or technical support in the field of child care.
  • Considerable knowledge of relevant agency policies, procedures and regulatory practices.
  • Ability to interpret relevant state and federal laws, statutes and regulations related to child care programs.
  • Knowledge of principles and techniques of planning and operating child care and youth camp programs.
  • Knowledge of child care licensing functions.
  • Knowledge of emergency procedures.
  • Knowledge of investigative processes.
  • Knowledge of and ability to mediate conflict.

Responsibilities

  • Maintaining regular communication with staff and licensed providers to support consistent implementation of regulations, policies, and procedures.
  • Assigning and supervising staff responsible for conducting on‑site inspections of child care centers, group child care homes, and family child care homes.
  • Ensuring licensed programs operate in accordance with minimum licensure requirements.
  • Reviewing licensure applications and inspection reports for accuracy and compliance.
  • Responding to disputes related to inspection findings.
  • Participating in administrative enforcement actions, as assigned.

  • Prepares reports and correspondence.
  • Provides budgetary input.
  • Interprets and explains child care licensing laws, regulations and policies to child care professionals and the public.
  • Reviews child care licensing proposals and makes recommendations concerning regulations and statutes that impact the child care licensing programs.
  • Oversees complaint investigations including the coordination of joint investigations with the Department of Children and Families (DCF), law enforcement officials, local officials and others.
  • Mediates disputes over regulatory compliance between licensing staff and child care provider staff.
  • Works with representatives of other state agencies and outside officials when establishing and implementing joint agreements and policies.
  • Contributes to preparation of statement of charges and notice of violations.
  • Prepares cases for referral to adjudication.
  • Represents agency in formal enforcement and administrative proceedings.
  • Represents the Division in agency meetings, community meetings and with Commission.
  • Alerts the Commissioner of cases needing immediate attention.
  • Conducts staff meetings.
  • Works with information technology staff concerning programing requirements, testing and troubleshooting analysis.
  • Represents agency on committees, task forces and professional conferences.
  • Prepares and presents training to DCF staff on MOU.
  • Performs related duties as required.
