About The Position

The Chief Science & Technology Officer (CSTO) is a key member of the Leadership Team for the newly formed science Integrated Discovery Sciences Directorate (IDSD). This role provides leadership for the conception, development, and execution of internal investments to advance strategic objectives, including S&T leadership and capability development. The IDSD mission area delivers approximately $320M in annual sales and $350M in annual business volume to PNNL, executing programs for DOE's Office of Science programs, the National Institutes of Health, and evolving sponsors like NASA and ARPA-H/E. The CSTO stewards roughly $3-4M of seed Laboratory Directed Research and Development (LDRD) funding and has direct line responsibility for 3-4 chief/deputy science officers. This position is a key direct report to the Associate Laboratory Director (ALD) and works closely with the ALD, Director of Program Development (PDO), and PNNL’s Office of the Deputy Director for Science & Technology (DDST) to formulate strategy and ensure PNNL and IDSD are well-positioned for the future. The CSTO serves as a key leader in strategic decision-making, influencing lab-level and directing IDSD internal investments in science, technology, and capability development. This role promotes a culture of mentoring scientists and engineers, leading by example, and communicating strategy and successes across the laboratory. The CSTO also engages technical staff to empower a creative, productive, and innovative S&T environment and implements creative methods to develop the next generation of science leaders.

Requirements

  • BS/BA and 15 years of relevant experience; OR MS/MA or higher and 13 years of relevant experience
  • Ability to obtain a federal security clearance

Nice To Haves

  • PhD in a Science or Engineering discipline plus experience in progressively responsible management and senior leadership positions working closely with sponsors, partners, and S&T leaders.
  • In lieu of a PhD, an advanced degree with demonstrated performance and experience may be considered.
  • Experience in successfully setting vision, strategy, objectives, and priorities to enhance organizational performance is required.
  • Experience with broad scientific disciplines inclusive of the organization's sponsor mission science scope is strongly desired.
  • Experience managing large and complex programs and organizations is desired but not strictly required.
  • A career that has at some time involved leadership of a demonstrably high-impact R&D program or a research network or program engaging multiple institutions is desired.
  • Evidence of S&T breadth, or at least the ability to move into new areas is required.

Responsibilities

  • Provide leadership for the conception, development, and execution of internal investments to advance strategic objectives, including S&T leadership and capability development.
  • Steward roughly $3-4M of seed Laboratory Directed Research and Development (LDRD) funding.
  • Have direct line responsibility for 3-4 chief/deputy science officers responsible for developing and executing an S&T R&D strategy.
  • Work closely with the ALD, PDO, and DDST to formulate strategy and approaches.
  • Serve as a key leader in strategic decision-making, influencing lab level and directing IDSD internal investments.
  • Provide leadership for the conception, development, and execution of internal investments (LDRD) to advance strategic objectives and build capabilities.
  • Work hand in hand with the IDSD's Chief/Deputy Science Leads, PDO and ALD to develop and steward the IDSD's Directorate Objectives.
  • Develop, steward and manage directorate LDRD investments (Laboratory and Mission Seed) to execute PNNL and IDSD's S&T strategy.
  • Provide support to lab-level S&T planning directly to the Office of the Deputy Director for Science & Technology as the IDSD representative on the PNNL S&T Council.
  • Engage with CSTOs and leadership from other research directorates to develop and build new ideas for investment and/or capability development.
  • Plan and execute critical strategic events throughout the year such as team offsite meetings, strategic deliverables planning.
  • Responsible for the composition, annual planning and engagements with the IDSD Directorate Advisory Committee.
  • Provide project management oversight as needed on key internal and external investments.
  • Provision and oversight of appropriate resources to ensure successful execution of responsibilities.
  • Collaboration with the IDSD Leadership Team and Chief/Deputy Science Leads to drive S&T strategy development and execution.
  • Promote a culture of mentoring scientists and engineers, leading by example.
  • Communication of strategy and the successes that result from it to staff across the laboratory.
  • Communicate and build organizational consensus for PNNL and the IDSD S&T Strategy.
  • Engage the IDSD technical staff, at all levels, in the development and execution of strategy, empowering a creative, productive and innovative S&T environment for all staff.
  • Implementing creative and effective methods to empower and help develop next generation of science leaders through innovative approaches to engage and empower early and mid career scientists.
