About The Position

The County of Orange, Health Care Agency (HCA) is seeking a qualified individual to perform the duties of a Chief Pharmacist within Correctional Health Services (CHS). This position provides support to the CHS Director of Pharmacy Services to oversee the pharmacy operations of the Adult CHS and JHS and will be a key resource for pharmaceutical activities across designated facilities. The Chief Pharmacist also responds to County disasters. The Correctional Health Services (CHS) Division consists of Adult Correctional Health Services (ACHS) and Juvenile Health Services (JHS). ACHS provides medical, dental, nursing, infection control, health education, and pharmaceutical services at a community standard of care, as well as mental health services. JHS provides medical, nursing, dental, and pharmaceutical services at a community standard of care for youth in residential facilities.

Requirements

• Must NOT have felony convictions or be on any form of probation
• Must be able to pass and maintain background investigation to the satisfaction of the Orange County Sheriff-Coroner and Probation
• Background screening includes completing a Personal History Form, interview with a background investigator, fingerprinting and may include a polygraph test
• Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credential Evaluation Services (N.A.C.E.S.)
• Incumbents must be able to work assigned shifts, including days, swing, graveyard, holidays, weekends, and holidays
• Five (5) years of experience as a registered pharmacist
• Some leadership and/or supervisory experience
• Experience working in a hospital or correctional health setting as a registered pharmacist
• Knowledge and experience in Professional & Technical Expertise | Using Technology
• Knowledge of principle standards, laws, and regulations associated with pharmacy operations
• Knowledge of Federal and state laws pertaining to the dispensing and the use of prescription drugs including controlled substances
• Experience evaluating and developing pharmacy procedures, protocols, and operations
• Experience preparing written materials concerning pharmacy program improvements
• Knowledge of composition, storage, and uses of drugs
• Knowledge of practicing safe dispensary practices and procedures
• Experience planning and coordinating pharmacy services for public health clinics and disaster medical caches
• Experience with compounding of prescriptions and pharmaceutical preparations
• Experience with purchasing pharmaceutical supplies and inventory
• Experience maintaining records for purchasing, quality control, and dispensing per standards
• Proficient using computer databases and Microsoft Office Suite programs
• Experience in Leadership | Managing Performance
• Experience providing general and technical supervision of professional and paraprofessional staff in the performance of a variety of pharmacy-related activities
• Experience training and developing staff to ensure that they understand and follow proper procedures and protocols
• Experience providing advice and direction as needed to medical and nursing staff on the proper and economic use of drugs and alternative types of drugs and medicines
• Experience acting as a resource for staff to troubleshoot problems and acting as a consultant
• Experience serving as a technical expert and resource for pharmaceutical matters
• Experience establishing and clearly communicating performance goals and expectations to staff, implementing policies and procedures consistently, delegating appropriately, and using accountability measures fairly
• Experience administering performance evaluations and discipline in a fair and consistent manner, in consultation and collaboration with Human Resources Services
• Experience collaborating with interdisciplinary teams and supporting policy implementation
• Experience in Interpersonal Savvy | Building & Maintaining Relationships
• Experience using diplomacy when dealing with challenging situations and/or people
• Experience maintaining regular communication with the Director of Pharmacy to keep them apprised of staff work, status of ongoing projects, policy changes or any issues that may impact work productivity

• Experience communicating accurately to convey both substance and intent, and adeptly communicating sensitive matters

Responsibilities

• Providing guidance to professional, nonprofessional, and paraprofessional staff
• Offering professional recommendations regarding the selection and use of pharmaceuticals, as well as administrative and budgetary matters impacting pharmacy services
• Implementing and interpreting established pharmacy policies and procedures and developing facility-specific protocols under the direction and oversight of the Pharmacy Manager
• Evaluating existing practices and provides recommendations for revisions to support safe, compliant, and effective pharmaceutical services across designated facilities
• Providing technical supervision and assistance to support staff in the performance of pharmaceutical duties and performing other administrative duties as required
• Responding to County disasters
