About The Position

This role serves as a key strategic and operational partner to the Commissioner of Health, acting as the primary point of contact for executive-level matters requiring the Commissioner’s attention and decision-making. Responsibilities include developing and overseeing internal office procedures, managing confidential communications, and serving as a trusted advisor and liaison among departments, City Hall, government agencies, community organizations, and elected officials. The position supports executive communications, ensures consistent messaging in collaboration with the Communications team, and translates leadership priorities into actionable plans with measurable outcomes. Additional duties include coordinating briefings, presentations, and strategic initiatives; tracking progress on organizational goals; overseeing events, leadership meetings, and retreats; and fostering staff engagement and professional development. The role also supports onboarding, mentoring, and alignment across executive leadership divisions while managing special projects, work groups, and task forces to ensure effective execution of the Commissioner’s priorities.

Requirements

  • Have a master's degree in public health administration or a closely related field from an accredited college or university.
  • Have five years of experience in developing and coordinating administrative or professional health policies, programs or special projects.
  • Have an equivalent combination of education and experience.
  • Knowledge of public health theory, practices and issues.
  • Knowledge of research and investigative procedures and techniques related to public health issues.
  • Knowledge of administrative practices and procedures.
  • Skill in grant writing and grant administration.
  • Skill in formulating public health policies.
  • Ability to write and compile detailed statistical and narrative reports.
  • Ability to synthesize and analyze data from a variety of sources and develop pertinent conclusions from them.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to plan, implement and administer a high-level, high profile special health initiative project.
  • Ability to establish and maintain effective working relationships with high Federal, State and City officials and Agency managers.

Responsibilities

  • Serve as the primary contact for the Commissioner of Health’s executive staff on all issues that require the Commissioner’s direct knowledge or decision-making.
  • Develop and interpret procedures for the internal operations of the Commissioner’s Office.
  • Serve as a trusted advisor and liaison across departments, ensuring clarity, accountability, and momentum on key priorities.
  • Manage sensitive information and confidential communications with the utmost discretion and professionalism.
  • Support internal and external stakeholder communications by acting as a liaison with City Hall, City agencies, community advocates, elected officials, and civic organizations.
  • Coordinate executive communications and follow-up from internal and external engagements.
  • Maintain regular communication with stakeholders regarding organizational updates.
  • Work closely with the Communications team to ensure consistent messaging and effective communication strategies.
  • Translate executive strategy into actionable plans and measurable outcomes.
  • Coordinate and finalize briefings and presentations for the Commissioner and other key stakeholders.
  • Develop systems to track deliverables and progress on strategic initiatives and prepare updates for executive leadership and oversight entities.
  • Oversee events led by the Commissioner’s Office, providing direction on strategies and attendees.
  • Meet regularly with members of the senior leadership team, including planning, facilitating, and following up on senior leadership meetings.
  • Organize and execute membership and leadership retreats to enhance engagement and ensure staff collaboration and success.
  • Identify professional development opportunities and mentorship programs for team members.
  • Assist with onboarding, mentoring, and supporting staff within the Commissioner’s Office and other areas supporting the Executive Leadership Team to ensure alignment of administrative and programmatic functions.
  • Provide support to the Chief Medical Officer and the Chief Operating Officer to ensure alignment of priorities and effective execution of executive directives across divisions.
  • Manage special projects for the Commissioner of Health, including directing management work groups and task forces.
  • Perform other related duties as required
