About The Position

To plan, coordinate, and facilitate the establishment and maintenance of security systems within the Department of Corrections (DOC) and maintain standards of order which uphold the safety, security, rehabilitative goals, and overall mission of the DOC; to be responsible for the selection and standardization of security equipment such as communications equipment, restraints, emergency lighting, riot gear and substance abuse testing equipment; and to do related work as required. Works under the general supervision of the Assistant Director of Institutions and Operations with latitude for the exercise of initiative and independent judgment. Plans and coordinates the work of subordinates engaged in security-related activities.

Requirements

A thorough knowledge of the principles, practices, equipment and technology commonly used in establishing and maintaining security systems in the Department of Corrections (DOC).
A thorough knowledge of correctional security equipment, safety equipment, communications equipment and substance abuse testing equipment.
A thorough knowledge of offender management principles.
A thorough knowledge of security products, technology and maintenance procedures used to assess security equipment function, effectiveness, checking repair work and ensure that technology keeps pace with industry advancements.
A working knowledge of the costs associated with modern security technology procurement.
The ability to prudently use departmental resources.
A working knowledge of the state purchasing vender/contractor selection process.
The ability to ensure quality, continuity and consistency in the planning, acquisition, installation, repair, use and upgrading of all security equipment such as restraints, emergency/response equipment, uniformed accoutrements, and accessories for security equipment.
The ability to administer the DOC Substance Abuse Program and related functions.
The ability to assume responsibility for substance abuse contract management, laboratory testing, training and certification of testers/laboratory operators and substance abuse data collection, with the department's Management Information Systems unit.
The ability to oversee and monitor the security of DOC Radio Communications operations.
Knowledge of and skill in the use of a variety of portable, mobile and base communications radios, antennas, repeaters and related communications equipment.
The ability to oversee the purchasing, maintenance and programming of equipment.
The ability to facilitate training on operational security practices and security systems.
Possession of an associate’s degree in Security and Emergency Management (or a closely related degree field) with an emphasis on security equipment and technology.
A minimum of three (3) years of employment with familiarity of security equipment and technology used in security systems in a state or federal correctional facility, or a minimum of five (5) years of employment as a supervising correctional officer in a state or federal institution.
Graduation from a senior high school and a minimum of five (5) years of employment with familiarity of security equipment and technology used in security systems in a state or federal correctional facility.

Nice To Haves

A thorough knowledge of the principles, practices, and techniques of security work including alarm systems, video surveillance equipment, cameras, radios, weapons, restraints, metal detectors, locks, and other security equipment; gained through experience as a Security Specialist or similar related field.
Working knowledge of Department of Corrections drug testing policies and procedures and the ability to utilize and maintain related equipment.
Working knowledge of fire protective equipment.
The ability to use good judgment in dealing with personnel.
The ability to organize work and prepare concise reports.

Responsibilities

Plan, coordinate, and facilitate the establishment and maintenance of security systems and equipment within the Department of Corrections (DOC), and maintain standards of order which uphold the safety, security, rehabilitative goals, and overall mission of the DOC.
Be responsible for the selection and standardization of security equipment such as communications equipment, restraints, emergency lighting, riot gear and substance abuse testing equipment.
Participate in the contractor/vendor selection process for security systems and equipment contracts.
Identify potential enhancements for security systems and security-related technology; ensure the same are thoroughly vetted by appropriate subject matter experts prior to implementation.
Ensure that security systems and security-related equipment remain effective and up to date while prudently managing department resources.
Oversee DOC Radio Communications operations to include mobile units, base units, antennas and repeaters.
Oversee the purchasing, maintenance, and programming of all radio equipment as required.
Oversee RISCON (Motorola 800mh) radios in the possession of DOC.
Confer with administrators, supervisors, and facility security specialists regularly on matters pertaining to security systems, equipment and operational practices.
Ensure quality, continuity and consistency in the acquisition and use of security equipment purchased, issued and utilized in all DOC facilities.
Administer the DOC Substance Abuse Testing program and be responsible for contract management involving the testing lab, scheduling training of testers/lab operators and facility substance abuse coordinating data collection with the Department's Management Information Systems unit.
Represent DOC on the Statewide Interoperability Communications Committee for public safety communications needs and policies.
Manage the planning, installation, repairs and upgrades of correctional facility security systems by analyzing the feasibility, costs and security levels associated with security system work order requests which are submitted by facility security specialists.
Serve on the DOC Security Audit team as a subject-matter-expert on perimeter detection surveillance, security equipment, locking mechanisms, tool control and fundamental security practices used throughout the facilities.
Work closely with the Associate Director of Facilities and Maintenance in determining appropriate use of budget allocations for security systems in DOC facilities.
Provide oversight involving key control and tool control practices throughout the Department.
Confer annually and more frequently as needed with Associate Director of Facilities and Maintenance on security-related financial capital needs and expenditures.
Contribute to the DOC Continuity of Operations Plan (COOP).
Determine and approve the security system work needed and schedule said work as required.
