About The Position

The main purpose of this position is to provide oversight and management of the daily activities of the Contracts and Procurement Unit, which assists in the assurance that required goods and services needed for the agency's successful accomplishment of its goals are acquired. Equally critical to the purpose of this position is the compliance of the agency with all Federal and State Procurement laws, policies and regulations.

Requirements

  • Eight years of experience, four years of experience in ensuring appropriate and consistent enterprise-wide interpretation of and compliance with enterprise level procurement laws, regulations, policies and procedures and an additional four years of professional public sector procurement, or private sector contracting experience, which included activities such as soliciting, evaluating, negotiating and awarding contracts, advertising procurement opportunities, distributing specifications to vendors, coordinating bidder evaluation committees, conducting vendor debriefings, monitoring contract performance, eProcurement management, professionals certification or procurement business operations.
  • Possession of a motor vehicle operator’s license valid in the State of Maryland.
  • Must obtain certification as a Procurement Professional Certification from the Maryland Department of General Services within one year of appointment.

Nice To Haves

  • One year of experience with the State of Maryland procurement laws, regulations, and policies.
  • One year of experience using FMIS (Financial Management Information Systems) and eMaryland Marketplace for contract monitoring.
  • One year of supervisory experience leading Procurement staff.
  • One year of experience administering Minority Business Enterprise (MBE) programs, including setting MBE subcontracting goals, monitoring compliance, and coordinating with vendors to meet state diversity requirements.

Responsibilities

  • Provides daily oversight and direction of staff who perform contact and procurement functions.
  • Provides oversight of the modification process of contracts, options to renew and the actual renewal of current/existing contracts.
  • Provides daily oversight of purchasing activities necessary to acquire goods and services for the benefits of the operating program and the administration of the Baltimore City Department of Social Services.
  • Ensures that budgetary expenditures control codes are provided by the budget office, prior to processing ad approval of requisitions and purchase orders.
