About The Position

The Chief of Operations (COO) will lead the Operations Branch of Path of Hope Rescue (PHR), managing the entire lifecycle of program dogs from their selection at high-kill shelters in Texas to their final adoption in Washington. This role involves leading a large team of over 200 volunteers across five departments: Fosters, Adoptions, Admissions, Medical, and Transport. The COO is expected to backfill open volunteer roles to understand the inner workings of the branch and will be responsible for training new volunteers. A key objective is to systemize and automate processes, create Standard Operating Procedures (SOPs), and develop foundational documents for the Rescue's scaling. The COO will work closely with the CEO daily to ensure smooth and growing operations. Initially, the role is 90% hands-on logistics and operations and 10% vision and goals, with the expectation that the COO will grow the role into a more strategic and leadership-focused position by training and empowering their teams. Responsibilities include building relationships with Texas shelter partners, coordinating transport logistics, managing a foster family plan, overseeing medical care for incoming dogs, and supervising the adoption program to maintain high standards. The position is remote but requires on-location duties, including transports, surgery days, and events, which may occur during off-office hours (evenings and weekends), with flexibility to adjust office hours accordingly.

Responsibilities

  • Lead the Operations Branch of PHR, managing the pipeline of program dogs from Texas to Washington.
  • Manage and lead a large team of 200+ volunteers across five departments: Fosters, Adoptions, Admissions, Medical, and Transport.
  • Backfill open volunteer roles as needed to understand operational intricacies.
  • Train new volunteers passed from Onboarding.
  • Systemize and automate processes within the Operations Branch.
  • Create SOPs and long-term foundational documents for the Rescue's scaling.
  • Collaborate daily with the CEO to ensure smooth and growing operations.
  • Build and maintain relationships with Texas shelter partners to select at-risk dogs.
  • Coordinate with transport partners for dog transportation into Washington state, ensuring compliance with all state laws.
  • Develop and maintain a foster family plan, including backups, for all incoming dogs.
  • Coordinate the arrival of transports and immediate transfer of dogs to foster families.
  • Supervise the Medical Pack to ensure appropriate preventative care, screening, and spay/neuter surgeries for all dogs.
  • Oversee the adoption program, including Matchmakers and their assistants, ensuring high standards are maintained.
  • Oversee long-distance transport of dogs to adopters in adjoining states (Idaho, Montana, Oregon) via Puppy Delivery Express.
  • Perform remote duties including computer work and communication on the online work platform.
  • Perform on-location duties such as overseeing arriving transports, spay/neuter surgery days, and events.
  • Ensure 1-2 Texas Transports/Intakes per month (20-40 dogs).
  • Ensure all dogs are placed in appropriate foster homes with extra spots available.
  • Support the Foster team to foster community building.
  • Ensure the Medical Team feels supported and inventory is fully stocked.
  • Ensure vaccines, heartworm, and dewormer are scheduled, administered, and up to date.
  • Schedule and plan spay/neuter surgeries in advance.
  • Engage with volunteers daily (M-F) remotely.
  • Conduct at least one proactive out-of-the-office day per week (visiting fosters, trainers, vets, or vendors).
  • Attend all events, intakes, and transports.
  • Facilitate a minimum of 15 adoptions per month.
