About The Position

The Chief Medical Officer of the Behavioral Health Administration provides clinical oversight of state-wide behavioral health services as well as thought leadership and partnership within the Behavioral Health Administration and across the Maryland Department of Health. Additional responsibilities include collaborating with other relevant service agencies in developing an integrated, equitable, coherent, person-centered service delivery system, providing specialized clinical, programmatic, and consultative resources to the Behavioral Health Administration, agencies of local jurisdictions, and counties. The role involves reviewing certain standards of care, utilization review, and concurrent treatment authorization for publicly funded behavioral health services. It also directs clinical oversight of the Behavioral Health Administrative Services Organization in partnership with Maryland Medicaid, including oversight of medical necessity criteria audits and review of clinical deliverables and standards. The Chief Medical Officer will develop new treatment models for behavioral health services, system plans, clinical information systems, clinical procedures, and tracking mechanisms for Administrations, with the assistance of the Deputy Secretary and Directors within BHA. Consultation across MDH and participation in public health policy discussions and planning are also key aspects. The position identifies strategic opportunities for service provision and implementation of models of evidence-based care, and partners on the construct of metrics for accountability, performance, quality, and outcomes. This is a management service position directly responsible to the Deputy Secretary of the Behavioral Health Administration and the incumbent represents the Administration in the absence of the Deputy Secretary.

Requirements

  • Current Maryland medical license
  • Board certification in Psychiatry by the American Medical Association Specialty Board or other Board approved by the Maryland Board of Physicians
  • At least five years of experience providing direct clinical services in public behavioral health settings

  • Experience providing services to individuals with serious and persistent mental illness
  • Experience in an administrative or management role, with preference for state/federal government experience
  • Experience in Medicaid managed care, including clinical oversight, development of clinical guidelines, patient safety and quality initiatives, utilization management, and auditing functions
  • Board-certified in Forensic Psychiatry by the American Board of Psychiatry and Neurology
