The Chief Officer is responsible to the Master for the efficient operation of the deck department. This role involves acting on behalf of the Master in their absence, assuming command if the Master becomes incapacitated, and maintaining crew discipline. Key duties include familiarizing and training new deck personnel, supervising shore repairs, keeping the Bridge Watch at Sea, and managing all cargo operations. The Chief Officer is also responsible for the safe carriage and maintenance of cargo, ensuring compliance with stability and hull strength requirements, and maintaining accurate cargo and stability records. Additionally, this role oversees the inerting of cargo tanks, the maintenance of the I.G. System, and the controlled storage of IGS keys. Supervision of hull and deck maintenance, including safety equipment, and preparation of requisitions for the Deck Department are also critical functions. The Chief Officer must assess work-related risks, issue permits to work, implement waste management procedures, maintain overtime records, and ensure crew receive adequate rest periods. They are also responsible for the compilation of emergency lists and conducting safety rounds.
