About The Position

The Office of Operational Excellence is seeking a visionary Chief Learning Officer (CLO) to lead statewide learning strategies that empower state employees through collaboration, innovation, and continuous learning. As CLO, you will collaborate with learning professionals across State Agencies to develop transformative learning initiatives that help foster a culture of excellence and exceptional public service. Requirements

Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a professional learning and development program within a public or business organization.
Requires three (3) years of workplace learning experience in a leadership role.

Nice To Haves

Prefers five (5) years of professional experience designing, facilitating and evaluating multi-modal learning experiences for an adult workplace audience.
Prefers extensive experience working collaboratively with staff and clients at all levels in the organization to identify the need for and provide high quality workplace learning experiences.
Prefers mastery of facilitation skills and extensive experience leading and facilitating in-person organizational retreats and teambuilding experiences.
Prefers two (2) years of professional experience using, developing and/or maintaining Learning Management Systems.
Prefers a learning or organizational development degree, or equivalent workplace learning experience.

Responsibilities

Serves as Chief Learning Officer administering the Learning and Development Program for all agencies, boards, and commissions under the jurisdiction of the Governor.
Fosters and leads a collaborative statewide learning and development community of practice to establish shared standards of excellence, best practices, the exchange of knowledge, and continuous improvement in workforce learning.
Leads the Enterprise Learning and Development team and ensures the design, development, and delivery of multimodal learning activities aligned with identified goals and outcomes for the State.
Serves as a full line supervisor.
Participates in top level management meetings.
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
