About The Position

The Chief Information Officer is the top technology executive in the organization, responsible for the overall IT and digital strategy and ensuring that technology resources and initiatives fully support the company’s business objectives. Reporting to the COO and serving as a member of the senior leadership team, the CIO provides visionary leadership for all aspects of Information Technology, including Application Development, Infrastructure, Security, and Enterprise Agile/Program Management. This role holds enterprise-wide accountability for IT performance and innovation, setting the direction for technology investments, policy, and governance. The CIO has ultimate decision authority in the IT domain and is tasked with delivering secure, reliable, and scalable technology solutions that drive operational excellence, regulatory compliance, and business growth. The CIO is accountable for both strategy and execution across all technology functions and is measured on delivery outcomes, operational performance, and alignment to business priorities.

Requirements

  • Bachelor’s degree in computer science, Information Systems, or related field required
  • 15+ years of experience in information technology
  • at least 5–7 years in a senior IT executive role (CIO, CTO, or similar) for a mid-to-large enterprise
  • Proven experience leading large-scale IT transformations and managing diverse technology functions (software development, infrastructure, cybersecurity, etc.)
  • Experience in healthcare, specifically working with a health plan is required due to the need for compliance and secure handling of sensitive data.
  • Demonstrable ability to develop and execute IT strategies that align with business objectives and drive measurable results.
  • In-depth knowledge of modern enterprise technologies and architecture (including cloud computing, enterprise applications, data analytics, cybersecurity frameworks, and Agile/DevOps methodologies).
  • A track record of implementing digital innovations and modernizing technology environments while maintaining operational stability.
  • Exceptional leadership and change management skills, with experience building and motivating large IT teams through periods of growth and change.
  • Adept at organizational design – defining clear roles, decision rights, and processes for complex technology organizations.
  • Superior communication and interpersonal abilities; able to effectively convey complex technological concepts and value propositions to both technical teams and non-technical stakeholders, up to Board and investor level.
  • Strong business orientation with an understanding of how technology enables revenue growth, operational efficiency, and competitive advantage.
  • Experience managing substantial IT budgets and making investment trade-off decisions.
  • Ability to negotiate and manage strategic vendor partnerships.

Responsibilities

  • Define and champion the organization’s technology vision and multi-year IT strategic plan in alignment with overall business strategy.
  • Develop roadmaps for key capabilities (e.g., digital platforms, EDI/data management, infrastructure upgrades) and ensure IT initiatives deliver measurable business value.
  • Establish and maintain IT governance processes (e.g., architecture review, change control, portfolio management) for effective decision-making and risk management.
  • Ensure all technology work is governed through a formal intake and prioritization process with clear ownership, defined approval workflows, and alignment to enterprise priorities.
  • Act as a business partner to the COO, CEO, and other C-level leaders, translating business goals into IT priorities and ensuring technology initiatives are integrated into enterprise planning.
  • Represent the IT function at the executive level and possibly with the Board or investors, communicating the status of major projects, risks, and opportunities.
  • Work closely with peer executives (Operations, Finance, Product, etc.) to seize opportunities where technology can drive innovation, improve efficiency, or open new revenue streams.
  • Provide direct leadership to heads of key IT domains – including the Head of Infrastructure, Information Security leadership (CISO or equivalent), Application Development leaders, and any Agile Program/Project Management Office.
  • Integrate these functions under a unified IT operating model, fostering collaboration and clear division of responsibilities.
  • Ensure Infrastructure, Security, and Agile Planning teams have clear mandates and that their efforts are coordinated within the broader IT strategy (for example, aligning software development priorities with infrastructure capacity and security requirements).
  • Lead enterprise-wide technology transformation initiatives, such as modernizing legacy systems, migrating to cloud-based solutions, and implementing advanced analytics and AI to enhance operations.
  • Drive the organization’s adoption of Agile methodologies and modern delivery practices, ensuring that the Agile planning function (e.g., portfolio management, release train planning) effectively orchestrates IT projects in line with business priorities.
  • Continuously identify and evaluate emerging technologies and trends that could benefit the company, and champion their responsible adoption.
  • Establish governance for AI and emerging technologies, including defined enterprise standards for approved platforms, use cases, and data protection requirements.
  • Ensure the company’s IT environment meets the highest standards of security, privacy, and regulatory compliance (especially crucial in the healthcare domain).
  • Oversee the information security program, addressing cyber risks and safeguarding sensitive data, while meeting all compliance requirements (e.g., HIPAA, HITRUST certification, SOC audits).
  • Establish risk management practices and disaster recovery/business continuity plans to protect the business from technology failures or security incidents.
  • Oversee the reliable delivery of all IT services – from core infrastructure uptime to application support.
  • Set performance targets and SLAs for IT service delivery and monitor key performance metrics (system availability, service response times, project delivery, etc.), holding the IT organization accountable for results.
  • Guide the development of policies and processes that improve efficiency (e.g., ITIL-based processes for issue resolution and change management) and ensure user satisfaction with IT services across the enterprise.
  • Ensure all operational processes align with defined governance models, including structured change control, approval cadences, and consistent execution standards across all teams.
  • Develop and manage the IT budget in line with corporate objectives, driving cost-effective use of resources.
  • Prioritize IT investments by evaluating ROI, risks, and strategic alignment, and ensure transparency in IT spending.
  • Make decisions on technology procurement, vendor relationships, and outsourcing to best support strategic goals.
  • Build and lead a high-performing IT leadership team, mentoring subordinate technology leaders (e.g., Head of Infrastructure, Security, Application Dev).
  • Promote a culture of accountability, continuous improvement, and professional growth across the IT organization.
  • Implement workforce plans to ensure the IT department has the right skills and leadership pipeline to meet future needs, including succession plans for key roles.
  • Reduce key person dependencies through role clarity, documentation, and succession planning across critical leadership roles.
