About The Position

The Chief Information Officer (CIO) provides enterprise-wide leadership for the organization’s technology strategy, operations, and evolution ensuring digital capabilities are reliable, secure, and aligned with regulatory purpose and public trust. This role combines strategic technology leadership with operational accountability, emphasizing disciplined delivery, strong governance, and sustainable modernization. As the organization continues its multi‑year digital journey, the CIO will guide consolidation, learning, and continuous improvement following major system deployments positioning the Council to operate confidently as a modern, AI‑enabled regulator. The CIO partners closely with executive, regulatory, and operational leaders to align technology investments with organizational priorities, enable sound decision‑making, and ensure technology supports effective oversight and service delivery. The Insurance Council of British Columbia is in a multi‑year digital transformation, with its first major release of modernized systems now live. This foundational phase has introduced important capabilities and surfaced expected opportunities to further strengthen stability, processes, and service delivery. The CIO will join at a constructive inflection point, supported by: An innovative and engaged senior leadership team, an in‑house technology and business solutions team of fifteen with current recruits partnered with external development strength, specializing in business solutions, infrastructure, and cybersecurity, a mission‑driven, public‑interest culture, strong governance and executive backing, and sufficient financial resources to address issues thoughtfully and sustainably.

Requirements

  • Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related field
  • Minimum fifteen (15) years of progressive experience in technology leadership, including senior management or executive‑level accountability.
  • Demonstrated success leading technology functions in complex, evolving, and regulated environments, including periods following major system go‑lives.
  • Proven experience strengthening platform stability, operational maturity, and stakeholder confidence in live production environments.
  • Experience improving operating and delivery models, strengthening governance and controls over time.
  • Experience leading and developing small‑to‑mid‑sized technology teams.
  • Experience partnering with key external vendors to ensure expertise and bench strength is available to support business growth and initiatives
  • Demonstrated ability to manage technology budgets, vendors, and partners through stabilization and sustained improvement phases.
  • Experience with Microsoft‑based enterprise environments (e.g., Microsoft 365, Azure, Dynamics 365).

Nice To Haves

  • Professional certifications in cybersecurity, enterprise architecture, program management, cloud technologies, or related disciplines are considered assets.

Responsibilities

  • Develop and execute an enterprise technology strategy that integrates operational maturity with continued modernization, aligned to organizational objectives and regulatory mandates.
  • Establish and apply governance frameworks for technology investment, cybersecurity, data, AI, and digital initiatives emphasizing clear accountability, risk management, and organizational readiness.
  • Ensure initiatives are appropriately sequenced and paced to support sustainable progress, manage change saturation, and avoid over‑extension.
  • Partner with regulatory and operational functions to design and deliver effective, innovative business solutions that enhance organizational performance.
  • Establish and apply strong governance and modern delivery practices to ensure timely implementation, continuous improvement, and sustainable business outcomes.
  • Provide oversight of enterprise systems, digital platforms, cloud environments, and infrastructure, with a sustained focus on resilience, scalability, security, and long‑term maintainability.
  • Ensure robust cybersecurity practices and compliance with applicable legislation, standards, and regulatory expectations.
  • Lead technology aspects of business continuity and disaster recovery planning.
  • Guide the refinement of modern and cloud‑based environments to ensure they are secure, reliable, and operationally sound.
  • Ensure the reliability, performance, security, and usability of systems and services as platforms mature following initial releases.
  • Ensure operational discipline across incident management, root‑cause analysis, change and release management, escalation protocols, and service standards.
  • Champion continuous improvement.
  • Provide visionary yet pragmatic leadership over the technology aspects of the organization’s AI approach, enabling business‑led prioritization of AI opportunities through sound architecture, governance, and disciplined execution.
  • Guide the responsible adoption of AI‑enabled capabilities aligned with business readiness, regulatory objectives, policy direction, and risk appetite.
  • Establish and sustain AI governance frameworks that ensure transparency, fairness, explainability, privacy protection, and regulatory defensibility.
  • Partner with business and regulatory leaders to lead change as AI is integrated into workflows, decision support, and supervision models.
  • Provide strategic stewardship of the technology portfolio and budget, including workforce planning, financial management, forecasting, vendor and partner management, and technology investment decisions aligned with organizational priorities.
  • Co-create a multi-year digital roadmap with business leaders tied to measurable outcomes and regulatory priorities.
  • Establish demand intake and prioritization that is transparent, outcome-based, and capacity-aware.
  • Lead benefits realization for major initiatives (KPIs, adoption, process impact, service improvements).
  • Build a service-oriented IT organization with clear Service Level Agreements/Experience Level Agreements and feedback loops with users.
  • Lead and grow a high-performing technology team, cultivating a culture of learning, accountability, and excellence through strong people leadership.
  • Contribute as a member of the Senior Leadership Team, providing enterprise‑wide perspective, sound judgment, and leadership in organizational governance, decision‑making, and strategic initiatives.
  • Represent the organization with credibility and authority in engagements with internal and external stakeholders, including executive presentations, briefings, and collaborative forums and undertake other leadership responsibilities consistent with the scope and accountability of a senior leadership role.
