About The Position

The National Alliance for Care at Home (Alliance) is the leading authority in transforming care in the home. As a national trade association, we represent providers of home care, home health, hospice, palliative care, and other services delivered where people want them most—at home. We are an inclusive thought leader, advocate, educator, and convener, serving as a unified voice for providers and the individuals they care for across all stages of life. The Chief Government Affairs Officer (CGAO) serves as the Alliance’s senior leader for government affairs and policy, responsible for developing and advancing a comprehensive advocacy strategy that supports the organization’s mission and strategic priorities. Reporting directly to the Chief Executive Officer, the CGAO is a key member of the executive leadership team and a trusted advisor to the CEO and Board of Directors on federal policy, legislative strategy, and regulatory engagement. The CGAO provides strategic leadership to a high-performing team of policy and advocacy professionals and oversees external lobbying firms and consultants. In close partnership with the CEO, executive leadership, Board of Directors, key policy committees, state association leaders, and government relations professionals from member organizations, the CGAO leads efforts to address the most significant policy challenges and opportunities shaping the care at home industry. Through strong relationships, coalition leadership, and effective advocacy, the CGAO elevates the Alliance’s voice in Washington and drives meaningful policy outcomes that advance home-based care nationwide. This position is based in the Washington, DC metro area and eligible for a hybrid work arrangement. Candidates must be located in, or willing to travel to the DC area regularly to support in-person collaboration, stakeholder engagement and events as needed.

Requirements

  • Bachelor’s degree in public policy, healthcare administration, or a related field; advanced degree preferred.
  • Minimum of 10 years of experience in government affairs, policy, advocacy, or related roles, with a strong track record of success.
  • Deep understanding of the Medicare program, home health, home care, hospice policy, and the legislative process.
  • Exceptional leadership and team management skills, with experience overseeing both internal staff and external consultants.
  • Outstanding communication and relationship-building abilities, with a reputation for credibility and effectiveness among policymakers and stakeholders.
  • Strategic mindset with the ability to balance immediate advocacy needs with long-term organizational goals.
  • Proven ability to collaborate with diverse stakeholders, including board committees, state association executives, and member company government affairs officers.
  • Demonstrated ability to develop and execute comprehensive, enterprise-wide government affairs strategies that advance organizational priorities and drive measurable policy outcomes.
  • Deep knowledge of federal legislative and regulatory processes, particularly within healthcare policy, with the ability to anticipate, interpret, and navigate complex and evolving policy environments.
  • Proven ability to engage, advise, and influence CEOs, Boards of Directors, senior executives, and policymakers with credibility and confidence in high-stakes settings.
  • Established network of relationships with Members of Congress, congressional staff, federal agencies, and key stakeholders, with a demonstrated ability to leverage those relationships to achieve advocacy objectives.
  • Experience building and leading coalitions, alliances, and grassroots initiatives to amplify organizational influence and drive collective action.
  • Proven track record of building, leading, and developing high-performing teams, fostering a culture of accountability, collaboration, and results.
  • Exceptional ability to influence outcomes across diverse stakeholder groups, including internal leadership, external partners, and policymakers, often without direct authority.
  • Exceptional written and verbal communication skills, with the ability to translate complex policy issues into clear, compelling messaging and thought leadership for varied audiences.
  • Advanced ability to synthesize complex policy, regulatory, and political information into actionable insights that inform strategy and decision-making.
  • Demonstrated ability to respond effectively to emerging policy challenges, legislative developments, and reputational risks with sound judgment and agility.
  • Experience managing budgets, external consultants, and advocacy resources to maximize organizational effectiveness and return on investment.
  • Exercises the highest level of discretion, ethical judgment, and professionalism in managing sensitive, confidential, and high-impact matters.

Responsibilities

  • Develop, lead and execute the Alliance’s federal advocacy strategy to advance home-based care priorities across legislative and regulatory stakeholders.
  • Serve as the Alliance’s primary representative with Congress, federal agencies, and key policymakers.
  • Partner with the CEO and Board to maximize advocacy impact and engagement.
  • Coordinate organizational responses to legislative and regulatory proposals, to ensure consistent and effective representation.
  • Build and maintain strategic relationships with policymakers, regulators, member organizations state associations, and industry partners.
  • Strengthen coalitions and grassroots efforts to amplify the Alliance’s voice and influence policy outcomes.
  • Lead, develop, and manage a high-performing government affairs team, fostering a culture of collaboration, accountability, and results.
  • Oversee external lobbyists and consultants, ensuring alignment with strategic priorities.
  • Oversee and mentor a high-performing team of policy and advocacy professionals, ensuring alignment with organizational goals and fostering a collaborative, service-oriented, results-driven culture.
  • Manage departmental budget planning and resource allocation in coordination with executive leadership.
  • Ensure all personnel, contractor, and vendor decisions align with organizational policies, procedures, and budgetary guidelines.
  • Partner with the communications team to shape public messaging and positioning on home-based care.
  • Oversee development of policy research, analysis, and thought leadership to support advocacy objectives and reports that demonstrate the value of home-based care.
  • Represent the Alliance at conferences, meetings, and public forums.
  • Align advocacy initiatives with the Alliance’s strategic objectives.
  • Establish and track measurable outcomes, member engagement, and advocacy effectiveness.
  • Regularly report progress to the CEO, Board of Directors, and key stakeholders.
