About The Position

Responsible for managing, directing, and integrating broad, comprehensive financial services for the charter school, including planning, organizing, coordinating, presenting and implementing activities related to the charter school’s budget, accounting, grants, procurement and risk management. The CFO shares responsibility to create and ensure the ongoing development of internal and external partnership capacities necessary to support an organization and is accountable for leading and managing the finance, accounting, compliance, and administration of the school. The CFO ensures that cost-effective operations and infrastructure are in place and properly managed to support the organization and its mission and will coordinate implementation of the financial concerns across all work streams and relevant departments.

Requirements

Bachelor’s in Business Administration or Accounting
Certified Public Accountant (CPA) required
In depth knowledge of Generally Accepted Accounting Principles (GAAP) and Generally Accepted Governmental Accounting Standards (GAGAS)
Ability to manage multiple projects
Excellent organizational skills
Computer proficiency in MS Office Suite and online research
Minimum 5 years supervisory experience, 10 years business experience
Pennsylvania Criminal Record Check Clearance
Pennsylvania Child Abuse Clearance
FBI Criminal Background Clearance
Demonstrated Knowledge of: Charter school operations generally, and charter school financial operations specifically
School business accounting and financial procedures (GAPP)
Budget development and payroll
Student transportation
Computer systems operations, including Powers School or its equivalent
Procurement and inventory
Demonstrated ability to: Follow written and verbal directions and give direction to others
Create and delegate assignments
Complete assigned tasks with minimal supervision
Read, write, and perform complex computations
Compose clear, concise sentences and paragraphs
Organize office setting to efficiently accomplish tasks

Responsibilities

Establishes, directs and supervises a system of control for budget execution and all financial accounting in the school district
Establishes accounting systems, procedures and codes necessary to provide administrators with accurate financial data for the basis of formulating policies and decisions
Prepares the annual general fund budget in consultation with the education management company for the school based on information submitted by the staff and administration
Researches all sources of revenue for the school and assists administrators in preparing grant applications to secure new sources of revenue
Prepares cost analysis reports concerning the operation of the school
Supervises and maintains financial record keeping for all state and federal grant programs; prepares and submits all necessary reports including quarterly and final reports as may be required; processes claims for reimbursement as necessary
Assists in conducting annual audit of charter school records by answering questions, providing necessary data and information, preparing and reconciling work papers, and maintaining accurate and complete records
Supervises the process of all reports related to the budget
Prepares monthly reports for General Fund and all other funds as necessary for Board approval
Supervises financial record keeping in accordance with state and federal laws and district policy
Reconciles school bank accounts
Reconciles school financial reports
Supervises and monitors preparation and distribution of all purchase orders; oversees all purchasing in the school
Communicates with the school solicitor on legal matters related to non-instructional issues
Maintains accounting records to comply with the chart of accounts required by the Pennsylvania Department of Education (PDE)
Leads internal control environment
Tracks key indicators such as cash, open receivables, employee headcount and open payables
Prepares cashflow projections
Oversees, directs, supervises and evaluates the Business Office staff
Assists in the development and execution of in-service training program for the Business Office staff
Performs other related duties as assigned
