About The Position

The Chief Executive Officer is accountable for providing safe, high-quality, cost-effective healthcare for the residents of Whitman County Public Hospital District No. 3 and others as delegated by the Board of Commissioners. This role involves overseeing various service lines and managing key leadership positions. The CEO is expected to create a positive working environment, communicate effectively with stakeholders, operate efficiently, and ensure compliance with regulations. Key responsibilities include Board administration and support, managing medical staff processes, engaging in community relations, ensuring compliance, strategic planning, financial management, human resource management, and facilities management.

Requirements

  • Minimum of Master's degree in Healthcare Administration, Business Administration, Public Administration, or a related discipline from an accredited university.
  • Fellow in the American College of Healthcare Executives or Certification as a Rural Hospital CEO from the National Rural Health Association.
  • Minimum of five (5) years of experience in healthcare senior leadership.
  • Minimum of ten (10) years of experience in healthcare operations.
  • Strong working knowledge of federal healthcare legislation, laws, regulations and guidelines.
  • Healthcare financial acumen.

Responsibilities

  • Providing safe, high-quality, cost-effective healthcare.
  • Overseeing Service Line(s) Administration, Human Resources.
  • Creating a positive working environment and holding staff accountable.
  • Communicating effectively with Commissioners, community members, physicians/providers, leaders, and staff.
  • Driving the achievement of operational and capital budgets.
  • Managing direct reports including hiring, scheduling, and performance.
  • Negotiating key contracts.
  • Challenging and supporting leaders to improve processes and operational results.
  • Procuring necessary resources.
  • Mentoring, guiding, and supporting the growth of direct reports.
  • Developing and implementing major cost reduction efforts.
  • Serving as an on-call administrator.
  • Ensuring compliance with applicable federal, state, and local regulations.
  • Developing strategic objectives.
  • Ensuring new commissioners are properly oriented and facilitating ongoing education.
  • Addressing concerns brought forward by the Board.
  • Ensuring Medical Staff processes are established, maintained, and followed.
  • Participating actively in Medical Executive Committee and Medical Staff meetings.
  • Being actively involved in the community.
  • Ensuring WHMC complies with local, state, and federal laws and regulations.
  • Collaborating with the Board to develop the annual strategic plan.
  • Ensuring execution of strategic plan initiatives.
  • Preparing the annual capital and operating budget for Board approval.
  • Ensuring appropriate internal and management controls are established and maintained.
  • Exercising prudent stewardship in managing the District’s assets and resources.
  • Creating and monitoring a competent staff of clinicians and administrative personnel.
  • Ensuring effective management of the human resources of the District.
  • Overseeing the preservation of District’s assets.
  • Ensuring disaster and emergency preparedness activities are appropriately planned, exercised, and documented.
  • Ensuring safe and secure facilities for staff and patients.
