Requirements

  • Two-year technical degree in HVAC or related field.
  • Record of stable and continuous employment.
  • Seven to ten years of JLLs engineering experience or equivalent industry experience.
  • Three to five years supervisory experience or experience as an Assistant Chief Engineer.
  • Thorough knowledge of building HVAC, electrical, plumbing, automation, and life safety/fire protection systems.
  • Thorough understanding of all building related codes and standards.
  • Ability to professionally interact with tenants and contractors.
  • Moderate knowledge of a variety of manual trades such as carpentry, electromechanical repair, etc.
  • Ability to read and understand drawings, specifications, and various measuring and testing devices.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to read, analyze, and interpret technical procedures, or governmental regulations and codes.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before small groups of tenants or fellow employees.
  • Ability to use drawings, specifications, shop math and various measuring or testing instruments.
  • Working knowledge or the capability of developing proficient knowledge of Microsoft Word, Microsoft Excel, Outlook and Microsoft Access and any other software packages recommended by the Engineering Services Group.
  • Demonstration of leadership ability, presentation capabilities and organization skills.
  • Candidates must be authorized to work in the United States without sponsorship.

Responsibilities

  • Organize and manage all administrative functions related to the engineering department, including budgeting and financial control, compliance with codes and regulations, personnel compensation management, team training, team productivity monitoring, upward reporting, and review of tenant buildout plans.
  • Supervise and organize all staff activities, including organization of dispatch and response procedures, developing and motivating the team, dispensing activities, projects, and routines, establishing and using chain of command procedures, and instilling a sense of pride and customer service.
  • Implement and maintain all standard operating systems and practices, including the Preventive Maintenance System, analyzing log data for efficiency, establishing training goals, and maintaining responsibility for tenant services, preventative maintenance, purchasing, inventory control, contracted maintenance, general maintenance, and technical proficiency.
  • Develop and conduct training programs for property team members on installation, programming, safety, maintenance, and repair of machinery and equipment, adhering to JLL engineering policies.
  • Develop a complete personal knowledge of all building machinery, equipment, and systems to maximize machine life, match or exceed design intent, and ensure high tenant satisfaction.
  • Monitor the quality and pricing of maintenance work performed by outside contractors, assure timely performance of maintenance contract work, oversee fulfillment of equipment warranty obligations, and secure equipment manuals and drawings.
  • Understand the engineering design and operational aspects of each building system, direct experimentation for energy efficiency and comfort, monitor resource allocation, and devise technical enhancements.
  • Assist in the preparation of expense and capital budgets, administer expenses and projects within budget, and provide monthly reports on budget variances and operational status.
  • Assure accurate time records of Operating Engineers and track/justify overtime.
  • Inspect physical conditions of buildings and equipment monthly, prepare work orders, and report deficiencies.
  • Recommend measures to reduce or eliminate fire, safety, and environmental hazards and cooperate with authorities.
  • Order and direct fire drills and emergency procedures, and devise fire protection programs.
  • Assist in the coordination of tenant construction and capital improvements, reviewing project instructions and blueprints.
  • Caution contractors regarding complaints about noise, conduct, or property misuse.
  • Maintain efficient use of energy through sound energy management practices and train team members in energy management fundamentals.
  • Work closely with general contractors and design engineers to incorporate automated systems and identify energy conservation programs.
  • Ensure the engineering team follows property accounting procedures, including purchase orders, receiving reports, and competitive bidding.
  • Perform and oversee tests of building systems, record data, and make recommendations.
  • Assure proper recording of equipment readings, settings, and status changes in logbooks.
  • Recommend, justify, develop, and coordinate installation of projects that enhance asset value.
  • Ensure the availability of adequate operating inventory of tools, equipment, and supplies, including developing sources, evaluating suppliers, and conducting vendor quality meetings.
  • Competitively bid and prepare MEP service contracts.
  • Assist in developing/revising and coordinating implementation of emergency procedures manuals, contractor rules, and tenant design criteria.
  • Directly supervise operating engineers, carrying out responsibilities in accordance with JLL policies and applicable laws, including interviewing, hiring, training, planning, assigning work, appraising performance, rewarding/disciplining employees, and resolving problems.
