About The Position

Under direction, supervises elections held within Macomb County to ensure accuracy and compliance with county, state, and federal election requirements. Acts as a resource for all county, state and federal primary, general, and special elections. Notifies local election officials of legal election procedures and determines if changes in state laws affect existing election procedures. Coordinates the County Voter File Registration program. Prepares department budgets including Election Commission, Board of Canvassers, and Apportionment Commission budgets. Oversees the training of election workers, maintains records of campaign financial statements, and assists in drafting legislation regarding changes in election procedures. Supervises the work activities of assigned staff including interviewing, scheduling, and training as needed.

Requirements

  • Bachelor’s degree from an accredited college or university in Business Administration, Public Administration or related field
  • Three (3) years of election administration experience
  • Michigan Law Enforcement Information Network (LEIN) certification upon hire
  • Commissioned by the State of Michigan as a Notary Public within six (6) months from date of hire
  • Michigan Bureau of Elections Clerk Accreditation within twelve (12) months of employment
  • Possession of a valid Michigan driver’s license and operable, insured automobile for authorized travel
  • Knowledge of Michigan’s county, township, and state election laws, procedures and practices
  • Knowledge of Election Systems and Software products: DS200, ExpressVote, Election Reporting Manager and Electionware
  • Knowledge of Michigan’s Campaign Finance Act and administrative rulings
  • Knowledge of the organization and practices of government administration at the local level and the functions and inter-relationships of state and local government
  • Skill in using good professional judgment

  • Skill in maintaining confidential and highly sensitive information
  • Ability to collect, summarize, analyze, and present information for various surveys, reports, and public releases

Responsibilities

  • Supervises the preparation, ordering, printing, and distribution of ballots, notices, and related election materials.
  • Provides technical and emergency assistance to local elections officials concerning the operation and/or utilization of voting elections systems.
  • Coordinates the County Voter File Registration program that provides for the establishment and maintenance of a statewide voter registration and election management system.
  • Reviews current practices, recommends changes, develops procedures, and determines adjustments to ensure compliance with legislation.
  • Ensures proper maintenance of records related to election procedures and related activities in accordance with state and local requirements, such as filing for state and county elections, election documentation, and financial records.
  • Notifies each city and township clerk within Macomb County of election dates, names of candidates, and offices to be elected, and any changes in election laws and procedures received from the State Director of Elections.
  • Monitors state statutes for any changes in election legislation involving procedural changes to ensure legal and efficient processing of elections and to recommend local improvements in registrations, canvassing, filing, voting, recounts, and reporting of elections.
  • Coordinates the certification of election results by the Macomb County Board of Canvassers and sends results to the Secretary of State in accordance with federal and state election procedures.
  • Confers with the County Clerk/Register of Deeds regarding divisional material and staff needs based on workload, election related expenditures, and pending legislation changes.
  • Determines expenses to be charged and collected from precincts in the county for services performed by the County Board of Canvassers in canvasses and recounts of county elections.
  • Receives and certifies recall and nominates petitions for county candidates and precinct delegates to determine if candidates are eligible to be placed on the ballot.
  • Ensures candidate Political Action and Ballot Question Committee compliance with Michigan’s Campaign Finance Act.
  • Conducts campaign finance training for candidate, political action, and ballot question committees.
  • Prepares reports and documents related to elections activity for the County Election Commission.
  • Coordinates School District Election Coordinating Committee meetings of local clerks, school districts, and the county clerk.
  • Operates an automobile to perform assigned job functions.
  • Performs related duties as assigned.
